A new name for a controversial day reporting center, plus more employment training programs may be in store as officials grapple with how best to handle former prison inmates now under county supervision.

Solano County would like to open a Vallejo center on Tuolumne Street to help non-violent, non-sex and non-serious offenders with job training and other services. But the project has met with some resistance, including opposition by a City Council majority.

The Community Corrections Partnership committee met Wednesday in Fairfield to try to make progress on the issue.

Solano is dealing with 2011 state prison realignment legislation which transfers responsibilities of low-risk, non-violent offenders the county is calling "post release community supervision" offenders.

Solano has received 356 as of Nov. 13, county Public Information Officer Steve Pierce said. Some 41 percent of those are in Vallejo, he added.

Some Vallejoans have criticized the county for poor communication about the center, and also expressed fears it would draw more criminals to town, devalue property and lead to more crime.

County staff announced a second public meeting on the center will be held Jan. 31 in Vallejo, with exact time and location to be announced later.

Changing the project's name from Day Reporting Center to something else could help change public perceptions about the service, several committee members said.

The original name -- Day Reporting Center -- suggests a place where former inmates would spend the day because they have nothing better to do, some committee members said. However, what the county has in mind would be substantially different, they said.

By contrast, the proposed project in Vallejo would involve the offenders coming in for mandated reporting, but also for counseling, training and other services, they said.

"I never liked the name," Solano County Health and Social Services Director Patrick Duterte said. "This would be a place to change behavior. At a day reporting center you just show up."

Likewise, District Attorney Don du Bain said the current name "seems to be misleading. It suggests felons will be hanging out all day long."

Chief Probation Officer Christopher Hansen said one proposed name is the Probation Assessment Risk Reduction Center (PARRC) which could more accurately describe its services.

But getting the name changed may require jumping through a few hoops -- a time delay that Solano County Superior Court Judge Wendy Getty said the county can't afford. She urged the committee to take a strong leadership role, and get the center open as soon as possible.

"I'm concerned there's been a serious delay," Getty said. "I'm calling on you to lead."

Meanwhile, several project opponents, plus others in favor of it also expressed concerns. Resident Robert Schussel said he is not opposed to the concept of the center if it is done right, but is also strongly critical of the county for planning the project in a vacuum.

Another resident, who was not cut off during the public comment section of the meeting, said he's afraid the center will make things worse in Vallejo.

Meanwhile, Vallejo Chamber of Commerce board president Pippin Dew read a statement indicating the chamber board supports the center as Vallejo has the most released offenders in the county but the fewest resources to monitor and assist them.

parolees are already here, any more that come to town are doing so for the crime opportunities, not counseling. put more police on the streets and the number of criminal visitors will diminish greatly.

In 2010, the same council members demanding more funding for police told us that approving Measure A would put more cops on the streets. We can see that was a bald-faced lie now. The agenda for Tuesday has a budget increase for VHA affordable housing programs. Once again, they will pass it unanimously then cry off-line about all the criminals from such housing.

It's not in my job description to care about Vallejo, nor anyone elses. Just keep the paychecks coming so I can fatten up my PERS before Gomes comes for me <guffaws>!
