Housing authority reorganizes amid cutbacks

As the nation faces automatic across-the-board federal funding cutbacks, dubbed the sequester, Vallejo's Housing Authority is facing a "fiscal crisis."

The Vallejo Housing and Community Development Division, which houses the Housing Authority, is totally reorganizing with staffing cutbacks and other cost-saving measures. In light of these efforts city officials decided this month to quash a two-year-old plan to provide new services to the homeless as well.

Specifically, the division has opted to pull back some $500,000 set aside to provide homeless outreach services and a service center have been pulled.

The funds were originally in Housing Authority reserve coffers, but were pulled out in June to hire Concord-based Anka Behavioral Health Inc. The move was in line with the city's goal to begin providing more services for Vallejo's apparently growing homeless population.

Anka was initially hired on a two-year contract. After no progress in half a year, division manager Melinda Nestlerode brought the contract to the city Housing and Redevelopment Commission in December. She asked for approval to reduce the contract to 18 months, at the same cost.

Anka officials did not return a call requesting comment Tuesday afternoon.

The proposed contract renegotiation was called into question by a community group led by Vallejo Together, which offered to do the same work for less, and for longer.

The Commission decided in December to table the contract renegotiation, citing citizen concerns. Nestlerode said she later met with Anka and Vallejo Together to see what the two entities' combined effort could accomplish. However, no new deal was forged before this month's decision, Nestlerode said.

Vallejo Together organizer Maria Guevara expressed shock at hearing of the funding withdrawal this month -- whether the money went to Anka or to her organization.

"I know that (the Housing Authority) need funds to survive, but I am really bothered that not even a dollar goes to the homeless, since (the Housing and Redevelopment Commission) stated that the homeless was pushed to their top priority the last few years," Guevara said.

The city in recent years has seen major cutbacks in its federal housing administrative funds, prompting a harder look at how the Housing Authority is run, officials said.

"The Housing Authority has to be whole. We don't know where this is going -- if it's going to get worse, if it's going to get better," Nestlerode said of federal cuts. "So, it's just prudent for us, since we weren't able to come to some sort of agreement with the groups, is just to hold on the money, now that we're in pretty much a fiscal crisis."

Another city project, approved in December to provide permanent housing for homeless families, will not be eliminated, Nestlerode said. The city set aside some $1 million for the Vallejo Housing Collective, comprised of the Global Center for Success, A Place-2-Live, Christian Help Center, North Bay Housing Coalition and Lift3 Support Group.

"We really felt like we didn't have an agreement with Anka, because they hadn't executed the original contract. We hadn't given up, but we were still in the process of trying to renegotiate a contract," Nestlerode said. "With (Vallejo Housing Collective), we feel like we're committed, so we're going to keep that going."

Make being homeless a crime, ship them to Fairfield and let county worry about them. That ought to appeal to all you hollier than thou people.

we should not tolerate out of area bums. we should take care of our own citizens that have become homeless, not be a k.o.a. campground for any and all bums to drop in and set up a site. i have no problem with putting them on a bus and dropping them off in the desert. i just don't care about visiting homeless.

budget amendments are brought to council routinely and no council yet has said NO MORE. despite all the bawling about paying employees what we can afford, nobody will address the fact that we cannot afford the consequences of expanded programs for the poor and cheapskates. next time you see smiling bob mcconnell, remember that he partakes of the bounty from subsidized housing ownership, taxpayer money flowing into his bank account, but it's all good, it's federal taxpayer money.

tuesday night they are going to give nestlerode a cheese board and the usual platitudes. why no vacancy announcement at h.r.? i'll tell you why, so dan keen can appoint another one of his out of town pals to the job to continue the destructive path of "increasing affordable housing". this council is driving the police away and inviting the low-lifes in. it's beyond crazy, it is.

You're not wrong, the City Manager has the authority to hire staff at will. He has and will continue to do so. He is a Marin County carpetbagger fixing up his friends with cush jobs in our town and leaving us that much more broke when they leave and nothing to show for it.

bob wants the city to partition this deal so that market rate apts will be mixed with sec. 8s.
in other words, mix working people with duds that will rip them off while they're away earning for the day.
never going to fill the units that way bob schussel. i wonder if bob mcconnell will recuse due to his ownership of subsidized housing units? seems like the new conflict of interest rules are forcing some to the bench from "perception" alone, that's all it takes.
sampayan recuses at vpoa closed session, gomes from camp. it was the right thing to do, time will tell on mcconnell.
