Solano Transportation Authority delays decision on how to use grants

A decision to fund various transportation projects with federal money has stalled at the Solano Transportation Authority as awaits further review by the Technical Advisory Committee.

After a presentation on how the STA will allocate $6 million of OneBay Area Grant (OBAG) funds, Benicia Mayor Elizabeth Patterson asked that the STA board to continue the item until its February meeting in order for the TAC to review the projects with a "full house."

STA Executive Director Daryl Halls said an extra month or two of consideration doesn't hurt.

Rio Vista Mayor Norman Richardson agreed with Patterson. He said that a project proposed by Rio Vista needs further review since the assessment shows that it doesn't have matching city funding even though the money is available.

The Solano Transportation Authority has more than $6 million at its disposal to split between rehabilitation and emission reduction projects in the county.

There are 17 projects that remain for consideration to receive funding.

Under the Metropolitan Transportation Commission and the Association of Bay Area Governments, the OBAG is a new program developed for the allocation of the region's federal Surface Transportation Program and Congestion Mitigation and Air Quality funds.

OBAG combines several funds for different projects into one grant proposal. For the STA, OBAG funding is estimated to be $18.8 million over four years.

Between July and December, the STA board programmed $12.5 million for local street and roads projects, STA planning, Dixon West B Street bicycle pedestrian undercrossing, Vallejo Georgia Street downtown streetscaping projects, Solano-Napa commuter information and STA priority development area investment and growth strategy.
