VIB was started by Doug Keener and Marc Garman, along with Tony Pearsall and Joanne Schivley's blessings, when Gary Cloutier ran for Mayor, and was suppossed to be the retaliatory weapon to wipe out Kurt Henke and the IAFF politically as a result of the following:

The Vallejo City Council has voted to hire outside lawyers to defend four officials accused of conducting a "whisper campaign" against controversial fire union chief Kurt Henke.
The council's move, made in a closed session late Tuesday night, amounts to "a gift of public funds," Henke's lawyer charged Wednesday.
An attorney representing one defendant countered Wednesday that Henke's lawsuit is "frivolous" and warned of a countersuit. City Attorney Fred Soley, meanwhile, maintains the city bears a responsibility to defend the four.
The council's 6-0 vote to hire legal counsel for the four did not include councilmember Tony Pearsall, who disqualified himself because he's one of the four Henke is suing.
Last week, Henke sued Pearsall, former interim City Manager Otto Giuliani, former Councilmember Joanne Schivley and fire department analyst Patti Keener. Henke's Superior Court suit alleges they falsely accused him of misappropriating funds and engaging in other misconduct, including workplace and sexual harassment.
The suit alleges libel, slander, violation of privacy rights, conspiracy and intentional and negligent infliction of emotional distress.
Henke's attorney, Alan Davis, said Wednesday the city was specifically left out of the suit, and he called the council's vote to defend the four "highly inappropriate."
"I think it's a gift of public funds," Davis said. "The lawsuit clearly indicates four individuals acting inappropriately as individuals. It in no way implicates the city.
"If the city of Vallejo is truly concerned about financial matters, then it will not hire four lawyers for these four individuals for their private misconduct," Davis said.
Soley, who recommended hiring the Sacramento-based firm Porter, Scott, Weiberg & Delehant, said Henke's suit was in response to actions the four defendants allegedly took as city representatives.
"It's our duty to defend and indemnify public employees and elected officials, and that can include if they're no longer employees," Soley said. Soley compared it to the city's practice of defending police officers named in lawsuits, even if the city is not a named defendant.

Councilmember Gary Cloutier, a lawyer, defended the council decision Wednesday. "It's our view that we should shield and protect our employees and elected officials from frivolous litigation which seeks to chill their ability to carry out their duties in the public interest," Cloutier said.
Davis called that reasoning "ludicrous," saying the move was "politically motivated."
"There may be certain members of the City Council who want to defend the reputation of another member of the City Council," Davis said. "That support is irresponsible."
Cloutier's response: "His comments are so convoluted I won't even comment on it."
Soley also questioned who was being political. "The four defendants and the city didn't file a lawsuit," he said. "If there is political motivation in the lawsuit, it doesn't come from the four defendants and the city."
Giuliani's private attorney, Glenn Peterson of Roseville, filed an answer to the suit Wednesday, challenging all Henke's allegations.
"The suit is wholly frivolous, obviously motivated by improper motivations. I think it will be summarily defeated and in very short order those responsible for filing should anticipate another lawsuit," Peterson told the Times-Herald.
Giuliani's attorney said he will file, on behalf of the former interim city manager, a malicious prosecution countersuit against Henke. In general, a malicious prosecution suit usually alleges that a civil complaint has no merit and was filed mainly as a nuisance action.
Peterson wouldn't go into details of Henke's allegations against Giuliani, but he said his client's communications "were all privileged in the eyes of the law."
"It's First Amendment 101," Peterson said.
Last week, Henke claimed the defendants staged a "whisper campaign" against him.
Henke and his attorney maintain that certain council members tried to run the fire union head out, and when they failed, they turned on City Manager Roger Kemp, who was ousted Nov. 8.
Henke has publicly feuded with Schivley and Giuliani, a former Benicia police cChief, and more recently with Pearsall, a former high-ranking officer in the Vallejo Police Department. At the heart of the dispute has been a firefighters contract extension to 2010 that Giuliani negotiated and the council adopted last year.
This year the council, however, has sought to reopen the labor pact in an effort to save money. Henke has balked at any new talks after Kemp's ouster.
Calls to the defendants Wednesday were not returned, but in the past Pearsall has denied the allegations.
Keener responded to the suit last week, saying only: "I assume it's in retaliation for me filing a hostile work environment complaint against him."
Although lacking political name recognition, Keener is linked politically with Pearsall, through her husband Doug Keener. The former Solano County chief deputy district attorney ran Pearsall's 2003 council campaign.

At one time Gary Cloutier was a friend of Kurt Henke.

The entire matter is a personal vendetta that went way too far and got way out of control due to the revenge of Keener, Schivley, Pearsall Garman et al.

The real victim was the City of Vallejo and what it cost us, especially the bankruptcy that was forced through as a result of a personal vendetta.

The citizens of Vallejo were the real victims at the expense of these angry, immature adults and suppossed city leaders, with egos bigger than their brains.

Despite what they may claim to the contrary and despite their attempts to discredit me by labeling me crazy, and referring to my years old arrest, resulting in my one time and temporary homelessness and throwing in the kitchen sink along with it, this is the real reason for VIB's existence and no matter what they claim to the contrary these are the facts, not my opinion!

Kurshan is right. Read the article and speak to those involved. It's a personal matter that got away from them and was unleashed on Vallejo which it destroyed..

I'm afraid that sam's paranoid "conspiracy theories" have now become reality to him. Yes, people have been involved for several issues tied to Henke. Not as a person, but the president of the IAFF. Henke has proven to be very skilled at misusing his position to try and shut down any questions of his misuse of public funds and authority. So what is your point sam? There was no secret plan by a group of people that put together some subversive act. Except in sammy's head. There has been many people who agree that there was a need to stop the abuse of IAFF and draining of public funds for Henke's (and others) own personal power building agenda, ie., UBL, including the Grand Jury. Are they part of the conspiracy too sam? Was the investigator part of the conspiracy too? Pretty soon, anyone that doesn't agree with paranoid sam will be be part of the conspiracy.

By the way, doesn't this fit into your "stuck in the past, full of revenege and hate" tactics that you constantly accuse others of doing? But in reality, it's YOU who are stuck in the past and the most divisive and hate filled person in Vallejo? All of this is tied into your failure to achieve any results in being part of anything. Well Henke is long gone. Probably the entire IAFF executive board membership that were with him at that time is no longer employed. The contract Henke worked to keep in tact was basically negotiated and signed before he was president. But the you and others still want reduced hourly rates, eliminate retiree medical, reinvent pension plans ect....

Sams theory is more plausible than VIBs collective knowledge of what the necessary elements are for an effective PS

Show me the money. Where is the money to support the contracts that were signed under I don't care who's watch? It's not there. You know the only place you can get the money is from the taxpayers wallet - and they have one hand behind their back protecting their back pocket. The FD is grossly overpaid. The contra costa times article put Vallejo as one of only four departments in the bay area that pay average compensation of over 150K, and that doesn't include benefits. I know, I know, it's because of the overtime - BS. The need for overtime is required when you provide employees more paid leave the nany other department. They don't work more hours than other departments. They actually work the same amount of hours. The only difference is they get paid more of those hours at time and one half. And they all receive retroactive pension benefits - the ultimate in pension spiking!

According to an article Henke was IAFF President for 15 years as of 2009 which would put his tenure from 1994-5 to 2009 when he left. The contract was negotiated by CM Martinez in 1998-9 after the leaving of Penny Barclay.

"Kurt Henke, one of Vallejo Fire Department's assistant chiefs and a nearly 25-year department veteran, may begin working for the Sacramento Metro Fire Protection District as early as Oct. 1, Vallejo Fire Chief Russ Sherman said Thursday.

Henke, 15-year president of the regional International Association of Firefighters, Local 1186, officially notified the department Thursday, Sherman said."
