Vallejo Winco project clash moves to the negotiation table

Nearly a year since a suit challenging Vallejo's approval of a new Winco Foods discount grocery store, the two sides are reportedly negotiating a middle ground.

The news, from City Attorney Claudia Quintana, comes more than two months after Solano County Superior Court Judge D. Scott Daniels issued a tentative ruling in favor of Winco challengers California Healthy Communities Network, Vallejoans for Responsible Growth and Friends of Lake Chabot.

The ruling pinpointed three provisions of the Winco project's environmental review as being incomplete, including construction vibrations, sound wall alternatives for neighbors and cumulative air pollution issues.

At issue was the proposed construction of a Winco store on Redwood Parkway at Admiral Callaghan Way -- where the Vallejo Elks Club now stands. The city Planning Commission and Vallejo City Council approved a project environmental impact report early last year.

A hearing on the environmental review challenge that had been scheduled this past Friday was canceled, Quintana said, because the city and its opposition were allowed to opt to negotiate before going before the judge.

"The parties have been working on actually creating that solution," she said.

Quintana added that she hopes a resolution can be found that provides a path forward and narrowly focuses on opponents' and the judge's concerns with the environmental study, rather than forcing the city to start over the process.

Joe Feller, a member of Vallejoans for Responsible Growth, stated last year that his concerns extend beyond the environmental issues to grocery store oversaturation in a small area and potential for increased traffic congestion. However, the city's environmental review was not required to take these issues into consideration to the level of Feller's concerns.

Ultimately, the judge will have to rule on any negotiated settlement, and such a mutual agreement could potentially head off future back-and-forth legal challenges from the two sides.

BS. EVERY project that he has been against has been stores that don't have union memberships. Walmart, Winco, Lowes are just a few Sam. If it's pro union, look for Fellers support.

I thought you wouldn't notice my icon padding but oh well. Anyway I sam kurshan in New York had to go to court and jail for violating a restraining order when I threatened that person 3 times in writing after the RO.

The give away was when I signed my name to each threat. That invisible ink that I bought on 42nd St didn't work so well.
