They "observe and report" because that's all the owners of the shopping center wants them to do. They can't stop and hold shoplifters unless they actually witness the crime.

No they are not armed. Not only does that require an add-on to the guard card, plus annual training, it's a risk not many shopping center owners or their insurance company wants to cover.

Heck, then even my Grandmother could be a security guard. She likes to walk around and stare at people.

I wouldn't get involved if I were earning $12/hour as a security guard temp either. Now, if these guys were actually employed by the services they were protecting.. if they were paid a decent salary, healthcare, etc.. they might intervene.. but as it stands, if they injure themselves in the course of duty, they often have no group healthcare to fall back on.. and we all know how employers fight tooth and nail against workers comp claims.

The widget-ization of human beings into job function tools is another MBA type of new-business economics. Temp employment has really downgraded the quality of american labor.

With unemployment over 10% things like this will be on a regular daily basis. The Reporter will not have time to keep up with all the burglaries. Welcome to new America. How hope and change is working for you?

We need citizen volunteer groups that hit the streets to watch for crooks. If we had the equivalent of "Neighborhood Watch" for the parks, stores, and streets, we'd make it harder for lawbreakers to do their crimes.

One more thing to add to your need list is the availability for people to obtain a conceled carry permit. If the criminals weren't real sure about who may have a gun they may not be so quick to commit their crime.
