Sounds like she has Squatter's Syndrome.
Make the tiny down payment with no intention of paying the actual debt.
Then move in a bunch of "artifacts & exhibits" and run a carnival sideshow, fleecing the well intentioned, knowing it will take months for the govt. to evict her.
Too bad her junk didn't elicit the donations that she was so sure her "Target Audience" would provide hand over fist.
Typical low-rent hustle by a marginally creative scam artist.

She heard the Rev Sharpton was in the general area. Then again I'd love to see him try messing with those old country folk in Utica that would be funnier than all get out.

Why would anyone be interested in an old house full of derelicks and calling bitself a museum. You can find old artifacts almost anywhere.

I work at a Underground Railroad museum, and spoke with Ms. Jackson this summer. I think the other posters aren't being fair to her; she is sincerely interested in the Underground Railroad and wants to inform the public about this important era in our nation's history. However, it sounds like she was advised badly, or perhaps had no advisers at all. A museum is not something you can start all by yourself, and unless you are independently wealthy, you must look for outside funding.

The real house that was the underground railroad was not part of the Sheriff sale. It was the house behind the one advertised as an underground railroad. Therefore the museum was a pretend underground railroad site and not the real deal. There is one on 3C & Ferris Road and many others throughout the state that need recognition and funding. Not pretend locations.

The real history location is Homer Ohio 43027 4 miles west of Utica. The 1st woman to ever run for President of the USA Victoria Woodhull in 1880 and she was on the NYSE as well. The Homer Public Library has a History Wing much like a Museum.
Homer was the true discovery of Oil and Gas not Pennsylvania. Visit Homer and you can see the old Hardware Stores, Opera House, Grocery Stores, Hotels, Saloons etc.... A true living Ghost town.

What happened to all of the funds solicited from local businesses and residents by Rita Jackson. She didnt own the property yet boasted the NonProfit Org and the Property she ran as her own yet didnt. She collected money at the door, charged for food and entertainment via Dinner Club and Speaking engagements. Dont NonProfit Orgs have to account for their proceeds and donations?
This wasnt even an underground railroad location.
Sounds like a well orchestrated con trying to get public tax payer funded grants.

Wonder why this article didn't appear in the local paper for the community (Newark Advocate or Utica Herald).

Not many people know it, but there is also a prehistoric Indian mound in Homer.

I can't figure out how they got all those big railroad trains, engines, cabooses and all, down under the ground. And how they laid down all that track under the ground. I'm confused.

Is this not the same woman that had the problems with the Charter school funding that closed a few years ago in Newark as reported by the Dispatch? It seems yet another scam. How sad...

Where IS the money?

Bad idea about a black museum or anyone black living or visiting in Newark, Utica, New Martinsburgs,or Mount Vernon Ohio. I told Ms Jackson that it would not work out because blacks are not welcomed in these towns. It is a good thing that it closed down for her and the safety of other blacks. These towns have been like this for centuries and will never change. Everybody has a right to like or dislike who they want. These towns do not want or like black people at all for more centuries to come.
