No it's a slang utica term for chicken rigatoni.
Don't take anything that someone with "riggies" in their name too seriously when it comes to this stuff. Chicken riggies are unique to the area, as are half moons and tomato pie. These are facts that some people will put down or deny because they have trouble accepting them.

Actually within the past 8 months I've been in Chicago, Las Vegas, Phoenix, San Diego, NYC, Philadelphia, Baltimore, Portland, Seattle, Spokane, buffalo, Pittsburgh, LA, Montreal, Toronto, and San Francisco. I think I have them all. I can't remember.
And for the record where I'm staying in Philly right now there's a million pizza shops that serve tomato pie which was actually invented in New Jersey. Did you know that?
You sure that's not a Billion? Really, a million pizza shops right in Philly seems low to me. What do you think, Riggles?

You guys are putting a pin in my balloon. There must be something unique around here. I was kind of looking forward to "riggies". Nicole's probably not real either.

We know you went to Vegas Dave. You said so on banned camp as DS1119. It's where you and Cretin fell in love. I'm shocked that you ever left San Francisco. What a freak you are Rashy!

Hey but the DO have Big Bands and "UTICA CULTURE FESTER" at the Stanley "Museum of Entertainment" theater where the only thing that's older than the building are the bands and shows they book!!! Then they glom all over them and annoy them into swearing to never return.

Utica killed Christopher Reeve. He was sick and got the flue he never recovered from.

Superman flew in and found your mother on James St. and never flew out. The green rank slime coming out of her clam killed him. That's not arguable, that's a fact.
