Robby will also tell you that there is nothing you can do to change the Roefaro UPD padded contracts and health benefits but this is not true either. You give the union an ultimatum. You take pay cuts and give up some costly perks, they re-negotiate and pay part of your health care or the city cuts more officers, period. We can get ten more officers on the streets if we go back to pre-Roefaro contracts that were packed full of sweets and candy canes. If that don't work you hire non-union employess to do payroll, secretarial duties, facebook and computers monotoring and all other positions not involving street police work. Enough is enough because if the unions need ten more officers it can be done with negotiations of a mayor who has experiance and back bone, Sick of paying more and more every year for less and less when there are solutuions. Unions don't like it they can take to low road and high tail out of dodge and replace them with new fresh personal.

On the OD site it says that Palmieri is refusing to give the council the estimated budget for this year until the end of the month even though he has it. Well there goes transparentcy out the fuken window. We must stop voting in either Republican or democrate canadates from now on. There all on the same family and friends plan. Rooby also says this is the toughest budget Utica has ever faced just like Roefaro said every year before he raised taxes higher. WTF were so fuken screwed but that didn't stop himself from buying him and the UPD chief from buying their brand new cars.

First of all, the "brand new cars" were leased - not bought.

I personally asked Mark Williams last year why UPD couldn't hire civilian employees to handle the clerical duties in the Dept. rather than tie up an Officer to do them. His concern was the "confidentially" of the sources of information that would be worked on by civilian employees.

I do agree that we need at least 10 additional Officers due to the increase and types of criminals that UPD has to deal with on a daily basis. I worry about their safety every single day.

BUT - since I own TWO houses and pay DOUBLE taxes for both of them, I do NOT want to see our taxes go beyond the 2% tax limit imposed by Cuomo.

If the Mayor is holding onto the Budget he is proposing, sounds to me like he is holding it up until the last minute to avoid the Common Council from tearing it apart and reviewing it for possible deletions and changes. If this is true, it is nothing more than the usual dirty politics Utica is known for.

Budget spat in Utica continues
On Tuesday, Mayor Robert Palmieri responded to a call for city departments to release their budget estimates with a letter saying he intended to comply with the city charter, but in his own time.

The same fight we have every budget is going to happen all over again but if the UPD even wants to maintain their current numbers of officers their contracts need to be re-negotiated pre-Santafaro era when the house was given away.

Where people live has been a sticky issue when it comes to working for the city.

Now it’s trickled down to where members of Common Council-appointed committees live, and council members are arguing over whether the council should changes those rules.

Several months ago, the Common Council appointed Ken Roser to the city’s Community Development Block Grant Citizen’s Advisory Committee.

The committee’s nine members are responsible for putting together recommended funding amounts to local nonprofits for the city’s CDBG allotment each year. Under the legislation creating the committee though, all members are required to be city residents.

Roser also applied to for a spot on the city’s Ethics Board, which does not have a residency requirement.

Roser, who owns Roser Communications, lives in Deerfield and was appointed by Councilman Frank Vescera, D-1. On his application he lists his commercial address, 185 Genesee St. instead of his home address, although Vescera said Roser’s home mailing address is in Utica.

Another issue for high paid and heavily decorated public safety UPD & UFD officers who are not paying any city taxes.

As far as the residency criteria goes, it was my understanding that anyone that was living outside of Utica at the time these residency rules were put in place were "grandfather" in.

The residency law was only mandated and passed by the Common Council a few years ago.

Correct me if I'm wrong.

I feel bad for the the officers that work the streets. They go without because of Utica's political hacks. That includes Chief Williams. He is too interested in protecting his "inside workers" than making law enforcement affordable for the taxpayer. He got too used to having an open check book under Roefaro/LaBella, that he does not know how to manage a real budget.

And the arrogance portrayed when speaking about the "leased" vehicles is mind boggling.

The point is that the budget fight is coming and the battle will continue that they need the manpower that they will either lose or need to maintain. Palmieri need to grow a set of balls and tell them that they either re-negotiate contracts and give back a few perks, pay cuts, raises and pay a little more for their heath care to keep the numbers the way they are or stay greedy and lose a few more officers. These aren't the Roefaro days of give aways anymore and the taxpayers are the only ones in this city which have made any sacrafises so far hurting our families for there families. Now is the time that they need to face the reality where you either give back a little to maintain manpower or there going to have to lose a few more guys. There should be no two ways about it seeing that public safety eats up nearly 70% of the cities budget while onlt 33% of homeowners are picking up the entire tab. That's the point.

Where the hell UPD is? Sitting way back in the parking lot at the south end of Varick St. gabbing like old ladies. 3 cars full. Engine's running and just chatting way. You can find them doing the same all around the city. Just sitting not patrolling. Always 2-3 cars just chillaxin' wherever the crime ain't. Hell why chase down crime when they can just grab the surveillance pic, post it on Facebook & wait for a snitch?

How to help the budget? Get the pencil pushers out on the street. Civilians should be handling the admin & paperwork. That's how it works in other cities. Nobody in the admits ration of the is city has the balls or brains to accomplish a damn thing.

noo we just need more money and hopefully the city will get some of the 500 million from the new gun laws for schools security and get a cruiser to sit at the school when waiting for calls and or doing paperwork

the stress that this job can bring to a peron, is unmeasurable. my hat to them. the major should be ashame of making all thi cuts. who is going to watch over all this new contructions an projects he has in mine. what ever happen to the nice and easy that was going to be build on lenox and noyes.

The city wants to use Schennecdaty when it comes to a model in there street scapes because it is of the same size but when it comes to public safety it's a different story. Schennecdaty has 142 police officers and Utica has 172. What's wrong with this picture?

A car payment is a car payment is a car payment no matter if it's leased or bought. A matter of fact it's worse when you lease because youy don't get any equity and own nothing after the lease is up.

Payments are cheaper when you lease and the majority of the time no down payment is required. Leasing is cheaper than owning. Remember, a car LOSES value as it ages - the depreciation is what you are paying for when you lease.
