I bet no one can!

Unfortunately, you are correct. No one can. There are some folks who would be very good mayors, but the police and firefighter unions would crucify them in a race, and they know it. So why risk your private sector job and your family's well being to make a go of it? It is not worth it. And what would that person change anyway? The common council would block everything he/she needed to do.

There are probably any number of people who could beat him in an election.
The problems would be the same for anyone sitting in that seat though. The numbers are the numbers and they are the result of generations of shady government in Utica and actions of Oneida County as well as the state of New York. You can't put all of the blame on this mayor's back except to say that he certainly isn't doing anything to make Utica's future better.
Dollars to donuts we'll be having this same conversation next year at budget time.
