You're absolutely incorrect. I have the 3 Mbps plan, I just downloaded from microsoft and never got above 380K, when I downloaded from apple which was the OSX 10.8 I never got above 380K. When running speedtest at a latency of 10ms I get 2.9 Mbps speed. You don't know what you're talking about, REALLY stop talking.
When TW state their bandwidth rates it's in megabits as in 3Mbs not megabytes 3MBs.
