Utica's E&A to give away more tax dollars

UTICA — The city Board of Estimate and Apportionment voted Tuesday to approve an agreement that affects two laborers in the city’s parks department.

The agreement means Daniel Davis and Joseph LePage will receive an extra $1 per hour for out-of-duty titles relating to city pools and the lift at Val Bialas Sports Center. The total cost of the transfer was $2,076.

The board approved the agreement and transfer by a 3-1 vote, with Council President William Morehouse voting against. Mayor Robert Palmieri was absent.

Morehouse, Councilman Edward Bucciero, D-at-large, and Comptroller Michael Cerminaro all expressed concern that the stipend would be applied broadly to all of Davis and LePage’s time instead of just the time relating to the extra duties.

Parks Commissioner David Short acknowledged that was a possibility, but he said the workers have been performing extra, out-of-title duties for which they required special certification.

Short said the CSEA union that represents them would likely push for an increase in their pay grade to roughly $34,000 per year, plus overtime, if the agreement wasn’t passed.

LaPage and David currently earn $14.51 per hour, which comes out to $30,180 annually, plus overtime.

In other E&A news, the board voted unanimously to approve the retention of First Assistant Corporation Counsel Charles Brown as outside counsel.

Brown, who is retiring, will earn $125 per hour with a cap of $30,000 per year, according to the legislation. He said he would likely work around four hours per week.

The council will take up legislation Wednesday to appoint current Assistant Corporation Counsel John Orilio to Brown’s first assistant role.

Budget Director Peter Fiorillo said the money for Brown is available in the Corporation Counsel wages.

The same way zecca talks out one side of his mouth about giving a fk about his neighborhoods while manipulating some other situation out of the other. It's amazing that people haven't protested city hall multiple times over the shyt that flies around here in no brains land.
