I heard back in the (60's or 70's??), the city started erecting an underground subway, but the project got canned when they realized they would not have enough money to complete it, any truth to this ?

All subways are underground. The "sub" part stands for subterranean. A subway above ground would just be a train.

You people are all smoking crack, there never was a project to build a subway in Utica. There did used to be aboveground cable cars, however.
