Why didn't Roefaro or Palmieri just cut all city employment and outsource it all to private companies for DPW and temp services for all office workers at city hall. If you want 100% of taxpayers money to be spent on UPD&UFD then fire everyone and go private. Every city, village and town has made neccsary cuts to public safety, cut spending, and reduced compliments except Utica. This is what Palmieri had to say on the DPW issue:

With the city’s effort to reduce its costs, residents might see a reduction in service with any city department, Mayor Robert Palmieri said.

“We might be understaffed, but we’re in a financial crisis,” he said.“I’m proud of the department and the work they’ve done since the cuts. Dave Short has a plan, and if we have to we’ll bring back some part-time employees.”

What a crock of sht. Spending at the UPD is up and I don't know if the UFD save a dime either. Public safety is still 65% of the budget which goes up a million or two a year. Make the cuts, put it in the can, put it to the curb. Just make the cuts!!!!!!! We even use the police as crossing gaurds in Utica to give them something to do during the day. Only in Utica is this unique. It's not rocket science, it's common sence.

If we don't go bankrupt, if we don't get state help, and if we don't squash the safer grants you can count on 15%-20% tax hikes as the norm for years to come.

The COPS grant will fund four police officers for three years, while making the city pay their salaries in the fourth year. The SAFER grant mandates the city fund the eight firefighters in the third year of the grant.

If you got rid of all the hirees of the UPD & UFD safer grants the city could save millions of dollar and adhere to a 2% tax cap. It isn't rocket science, it common sence. If we don't go bankrupt, if we don't get state help, and if we don't squash the safer grants you can count on 15%-20% tax hikes as the norm for years to come.

Safer grants are coming back to haunt taxpayers. They were definetly not woth it.

Safer grants coming back to haunt taxpayers via Roefaro and rubber stamp council.

UTICA — Could the hiring of eight new firefighters be a financial boon for the city?

If their salaries and benefits are funded by the federal government, city officials said the answer is yes.

The federal SAFER grant is essential to the balance of the city’s proposed 2011-12 budget, which includes a 3.9 percent property tax increase.

Those firefighters would greatly reduce the need for replacement time at city firehouses, saving roughly $1 million during the next two years.

But attainment of the grant still is not certain. If it is awarded, it then will require approval of the Common Council to increase fire department staffing levels, which also is an uncertainty.

“We believe we meet all the criteria,” Utica fire Chief Russell Brooks said.“The main criteria is that we need some additional firefighters the city cannot afford to keep both the citizens of Utica and also the firefighters safe.”

Brooks said the grant was applied for about six months ago, and that he expects to know if it is awarded to Utica within the next several weeks.

Important to budget

The grant will play an important role in making sure city Mayor David Roefaro’s proposed budget turns out as planned.

That budget already depends on the police and fire departments accepting zero percent pay increases in the next year. If that doesn’t happen, or if the council doesn’t pass the grant, he said there will be consequences.

“I will be forced to institute layoffs in the Fire Department should the council decide against the SAFER grant,” he said during his budget address.

Nonetheless, council compliance is far from a certainty. The grant’s terms recall the controversial federal COPS last year, which was passed only after a lobbying effort by Roefaro’s staff allowed them to accept the grant while reducing police staffing levels.

The COPS grant will fund four police officers for three years, while making the city pay their salaries in the fourth year. The SAFER grant mandates the city fund the eight firefighters in the third year of the grant.

City officials said that third year still will be a financial wash with the amount of replacement time that is eliminated – and they point out the grant will limit the accrual of high overtime figures by senior fire officials that leads to pension padding.

Council opinions vary

Council members are not yet entirely convinced on the issue, with opinions running the gamut from optimism to outright objection.

No more free coffee. Cops now have to pay 10˘ per thermos. That will save the city ... nothing. Cheap cops will still go to the Marr-Logg.
