The article you reference is an opinion piece, not a news story. The author, like yourself, is pulling one line from the Congressional Budget Office Report to make his point. If you want to get the full non-partisan report you should read the full report available on line. Of course the bulk of any any taxes are paid by the largest group of tax payers. Even if the highest earners are taxed at higher percent it would not offset the vast numbers of middle class earners.
