UTICA, N.Y.-- The SUNY College of Nanoscale Science and Engineering says it will lead the development a computer chip manufacturing site near Utica.

Under a deal announced Thursday, the NanoCollege will lead development of the Marcy Nanocenter site by serving as the site end user. It will partner with Mohawk Valley EDGE, the economic development group that has been marketing the site.

New York state and private partners are poised to make a $10 billion to $15 billion investment in the chip fabrication site in Marcy.

For more than a decade, local officials have been marketing the 420-acre parcel to attract a computer chip manufacturer. But the U.S. Army Corps of Engineers has been unwilling to issue a federal wetlands permit for the site because there has been no company yet to name as the end-user of the site.

The new deal resolves that issue

The problem with the Corps of Engineers is much more involved than just naming an end user. It is a wetland permit we are talking about. The COE would not permit the site without a specific footprint showing how much and where wetlands would be disturbed by the development along with a plan for mitigating the disturbance.

What has happened is that CNSE, which is a state taxpayer funded entity, has inserted itself as the end user and submitted a specific build-out plan to the COE. They've done an end run in the hope that once permitted, private investment money will start to flow. In the meantime it is the taxpayers on the hook for the cost of permitting and any development that takes place in order to try to lure private investment. That doesn't put that parcel on the tax rolls either.

What happens after the taxpayers of New York make this gigantic investment? Huge tax incentives will still have to be offered to any interested manufacturer because of the business unfriendly nature of New York. Do we really gain anything in the end? Is anyone for once going to track what it actually costs and compare that to what we may gain in terms of jobs?

Typical Topix negativity! This could mean a windfall for everyone and you people just slam it. If they don't do it here they will else where and that would be a shame. I know if I was looking to develop in this area and I read this garbage I would think twice. Then again I would look at the quality of the writing and figure that these people writing here would probably be the first ones to take jobs cleaning toilets and God forbid flipping hamburgers in the cafateria.

I am going to be an optimist and seethe writing on the wall. There would not be any leaks if this were not imminent. I am going to look for ways to capitalize and am thrilled that this may transform this area.

So all you naysayers get your resumes out...5000 people can leave those bathrooms quite untidy.

Leaks? Leaks about what? Seriously. It's an article talking about pursuing a chip plant. I could release an article about me pursuing Cindy Crawford. How stupid are you people in utica. Seriously. It's the same story repackaged and released annually and never comes true. Please explain to me how the utican region could attract well educated people to man this operation there. They can't. And that's only one hurdle.
