Paving welfare street

Why is the city paving Churchill Ave? The should pave the streets where people pay taxes, not where people live off the taxpayers!

I work in Utica (on what you might call a welfare street) and I think all the roads should be paved. My employer pays taxes and, therefore, is entitled to have roads that are driveable for his employees.

I agree. Streets where revenue is generated should be first in line, not streets where working people are afraid to drive.
