I listened to Meola and Colesimo-Testa on the Talk of The Town radio show and I can tell you one thing, they are both going to vote to go over the 2% tax cap. I kind of figured Colesimo-Testa becasue she has private interests in the mayor's budget because her husband is a firefighter and she will not hurt the hand that feeds her but I can not figure Meola jumping the fence, something is brewing for him. I think that Vescera, Zecca, Giruzzi and McKinsey will vote to keep it under 2% but the other 5 will stick it in the property owners dumpa, They must have 6 votes in favor to go over the 2% cap, so it looks like there will be 55 less employees on the city payroll.

We all know that Ms. Colesimo-Testa is controlled by her father-in-law Mello Testa Sr.

She is nothing more than a puppet - she does what she is told to do.

Thankfully, the North Uticans that voted her into this position have seen exactly how ineffective she really is. No more getting paid $15,800 for a part time job after this up-coming re-election! Her days are numbered - even the Fire Dept isn't gointg to vote for her..........

If you dont go over 2 get ready for less cops which means more crime. less firemen which mean very slow responsive time and more property damage or god forbid lives. Cuts to parks and pools. no green waste pick up or christmas trees no pot holes filled the most important that effects everyone who lives or travels utica includeing ufd anf upd the roads wont get plowed and slated as they have before. Streets left undone and slow services. Whats 2% if it saves your house you pay taxes on or a life. Everyone family drives on these sts. Other towns have had over 2% and no one complains only utica. Instead of fighting for job loss maybe people should fight to have the people not paying taxes pay. No more hand outs for people liveing off welfare driving $65000 cars and not paying city taxes. There are way more and better ideas than just cutting jobs.

What world are you living in, last year 10%, every year the same bullshit, raise taxes and you will make Utica a ghost town, no busineses will come when you continue to make the same mistakes every year, overpaid public safety positions with benefits fit for a king is the problem, look around, Utica people are mostly living in poverty and we can not look to the property owner to keep a few living in luxury. Raise taxes and lower Utica into the grave that our present and past mayors have dug.

What the City of Utica needs is a progressive Mayor and common council to think of ways to get these jobs done without increasing taxes over 2%.

Here are some suggestions:

Have OCJ inmates take over maintaining our parks (cutting grass, shoveling snow from sidewalks, etc.). It would give the inmates a break from just laying around in their cells doing nothing and most would appreciate the outside air.

Take a firm line with the Unions - imposing a wage freeze with NO salary increases, higher deductibles for the Cadillac Health Plans, no paid overtime for Court appearances which is required for their jobs, etc.

Amend Budgets to hire temporary clerical workers with NO BENEFITS for the Depts. that need more help to remain effective.

DPW - change shifts to make Midnight to 8 AM a "normal" shift with NO OVERTIME!!!! This is the bulk of their time when we get these huge storms coming in while we are sleeping. The other shifts will be used to clean the streets from 8 AM - 4PM so that people that do work have a safe ride home.

Hire a CPA to go over the books for the UFD Ambulances to see where all the income they make on this service is going (which will help the taxpapers).

Send out more Social Workers to visit the homes of some of these parasites and question who is paying for their 55 inch flat screen TVs, the Cadillac SUV parked in the driveway, and check out their freezers to see if fully stocked via the use of their Food Stamps, ETC>

Make our City Workers start WORKING instead of sitting behind their cushy computerized jobs and start making them earn their salaries.

If None of these suggestions can be made, please state here why not!

Beautifully said. Roefaro himself and our failure to recall him have paid a heavy price with the help of the rubber stamp council during his term. The administration even though Roefaro quit has added a generationally tax on all Uticas taxpayers and there children just with his beefing up public safety, adding numbers to compliments, luxury contracts,$130,000 just for the chief, and the top 3 costing taxpayers nearly a million dollars alone. Palmieri and the administration are handcuffed to the Roefaro public safety contract until 2015.

We need to have the comptroller's office collect the taxes. Just sending out notices and late notices and posting names in a stupid paper that no one read is not working. This office needs to update addresses, phone #'s of the property owners and then call them like ant other bill collector. They need to be more aggressive in collection. It is the comptrollers responsibility to collect taxes.

I may not see all of your suggestions as working but I appkaud you for thinking out of the box something we have not done for years and that is why we are in the mess we are in. It is always "we never did that before because we can't". They always get their legal interpretations from the same old lazy legal people.

Even with the Roefaro fleecing of Utica and the generational tax on us and our kids I'm hearing a tax increase between 5%-7%. Don't forget it took Roefaro 4 years to dig Utica the biggest hole ever in it's history and it might take just as much time to fill it in. At Least Palmieri has shown more accomplishments in his first term than Roefaro in all four and he is concerned about Utica and the taxpayers not like the embalming and bloodsucking days of Roefaro for his personal agenda. Settle down people it's not going to be as bad as you think if they stick to the cuts necessary. When the city picks up you can restore the cuts but you can't spend what you don't have. don't forget the state just took 72 proprties off the tax rolls for the arterial.

As long as you have people like Palmieri, Moorehouse, Colosimo-Testa and Bucciero Utica will continue to go downhill, these type of people are only interested in what is best for them, they could care less about the taxpayers. Utica is doomed because of special interests groups and elected officials in bed with unions because they have family in the public safety sector.

The only hope to get rid of ALL of these listed abouve is that the majority of us taxpapers are intelligent enough to know NONE of them have done a darn thing to help the taxpapers!!!!

Let's hope we have someone who is willing to put his/her life on hold for the next 2 years to come forward and run as Mayor of this City. I could care less what political party he/she represents - this time, I am paying more attention to their PRIOR work experience and NOT the political bs. The same thing goes for putting a "new" person on the Common Council who has absolutly NO connection to family members connected to a political party (Mello Testa Sr).

Anyone willing to join me and show all these greedy politicians that us taxpapers are now taking charge - NOT THEM?

I never understood why you and yours stay there. It's too far gone and I know you guys could get out. You'll feel much better if you do, most of them are so dense they really deserve to see it collapse and how a state control board cleans out all the retards. It really is beyond hope you'd have to disinfect all of cny politics and then albany. You'll be happier if you guys get out.
