It should never have been built. Utica does not have the manpower, resources, or money to fix this pile of rubble. Ohhhh it's so pretty to bad that's only for our three month summer when it will need repairs and maintenance every year with tax dollars we simply don't have. Roefaro saw a chance to get and spend more taxpayer money and grabbed it but like everything else he touches in the city, it turned to shit and cost taxpayers fool.
You really have no understanding of why it was built, do you? Let me explain, and so you know, I do not like it, and Dave was the worst mayor ever. The city is under mandate to separate the waste water and storm water lines. Currently, every time it rains, the sewers overflow into the barge canal and Mohawk river. So you understand, that is poop and pee into the water. We do not have the money to make the switch. Now, there are grants to improve roads, and beautify the area. A grant can ONLY be used for its intended purpose. For example, you cannot use road money to build a park. However, because the grant money was used to build a roundabout, you can fix the infrastructure surrounding it. Therefor, including the grant money to separate the sewers. It's a unique way of using the grant money so we do not get an increase in taxes. Very commonly done. On a sad note, we have an increase anyway because Dave spent all our savings on his friends. He was the worst mayor in history.

Plus the city raised the sewer rates last year since the worse mayor ever Roefaro and the county 13% last week. The roud-a-bout was the biggest farce since white bread and a debit, not an asset.
