he ruined the city,mot incompetent person to hold the office.The other mayors were bad on purpose but he knew nothing especially giving pylman a contract .Why would you give a civil servent a contract.He rates one step under roefaro and thats bad

Julian did more to move the city forward than the previous 20 mayors. Appointing Pylman was the best thing he did. He straightened out the UPD, only for Tubby LaBella to ruin it.

Julian was arrogant and cocky.Raised taxes every year,poor loser,used up water board money,did nothing for downtown,destryed his family life,gro west investigation,could not even win President of the council,interfered,ran for senate unsuccessfully,poor city services and was not liked.

At least Julian left over twelve million dollars in reserves for Roefaro to spend and give away to family and friend. Every thing you say Julian did, Roefaor did ten fold. Roefaro couldn't shine Julians shoes. let's be serious, Roefaro was the worse Mayor ever who quit and left us with a generational tax.

Julian cost the city millions when he instituted the Ambulance service. His blindness to the fact along with Roefaro and Palmieri has cost the city millions in overtime, the ambulance does not make money, if it did the city would not be in the mess it is. Creative accounting by comptrollers and budget officers have caused this expense to continue for 8 years. No one has the figures of expense and profit on the ambulance or the academy. The only people profiting from this debacle are the UFD employees who mostly live outside of the city and have nothing at stake in Utica.

I didn't agree with his decision to appoint Ralph Eannace to a vacant city court judge position...Anus is just another career politician. Appointing Pylman police chief was good & bad. Good,because they forced out Rotundo who simply grew into and was handed the job. Bad, because he violated the residency requirement and he let a sgt.(also a union official) who was charged with a crime, get off scott free. He was good in practicing selective enforcement of dept. regulations when he was UPD chief and when he worked for the Inspecter's office of the NYSP.

Julian taught Roefaro well as he followed him lock-n-step but Roefaro took it to the next level empting every account, 12 million or so, added 6 million in debt and knocked up the Bosnian chick. Don't forget his Bosnian enterouge and kid cousin he made very wealthy in four years which he still follows around.

The switch wasn't any better. Roefaro bought Pylman out of his contract for $250,000 and then tried to back door his long time friend in as chief while crafting lucrative contracts for everyone as he slept in bed with the unions. Julian wasn't even close to being half as bad as Roefaro, the worse mayor ever.
