DiNapoli visits Utica: Report: City Hampered By High Poverty

State Comptroller Thomas DiNapoli visited Utica Tuesday morning. He says the city of Utica continues to struggle with recurring budget gaps and has nearly depleted its fund balances,The report is the latest in a series of fiscal profiles on cities across the state.

Whose fault is it that we flood Utica with refugees and allow the welfare baby machines to populate like rabbits. It is our leaders fault though for letting the public safety unions march to there own beat with unsustainable contracts because they sleep in the same beds together. It is there fault for not being able to create jobs or raise any new revenues. It is there fault for putting a large strain on the 33% of homeowners footing the entire public safety bill and forcing more and more to foreclose and abandoned properties and leaving them empty.

Having the prisons doesn't help ,family of incarcerated migrate to loved ones .why not. it's free .Housing programs that improve initial look of neighborhood then bring welfare from every direction to destroy and decay all in it's path .It's not a racist thing , it's an ethic thing (taught from previos generations ) all races have good and bad ,some more than others .so back to topic Yes we are heavy in the poverty dept. There use to be a rule that in order to remain eligible for Welfare Benefits, all receipants had to register with the unemployment office and MUST work to EARN their benefits.

The reason we have some many undesirables is because of govt employees (CO's, Soc Service, Public Safety Unions, politicians). They collect their paychecks because of the undesirables (welfare, prisoners, mentally ill, homeless, immigrants) if we didn't have these undesirables we wouldn't have any unions and politicians screwing us. They like keeping the poverty because they can make a living off them.

Amen! You are 100% correct no matter what the havenot whiners say. Welfare IS prison jobs, cop, social worker. It's just the "uppity welfare". Glad my pop explained all this to me when I was a kid and it turns out he was dead on. His simple advice- Watch haw far people go in life.

Because of prisons, halfway houses, drug treatment facilities. Other cities in NYS send all their undesireables to Utica for treatment and they stay. Prison families move up here from NYC cause only county in the state to have 60 day residency requirement for welfare other areas have 6m requirement. Those released from prison stay in places like Rescue mission. Now prisons releasing all thief sex offenders here. Utica dumping ground for the rest of the state. Most of these people are not going to become employed so what do you think is going to happen. So yeah public services like police have to go up because crime is inevitably going to go up as a result, trickle down effect.
