My, my, my, what a tart tongue you have but unfortunately you don't really understand how government works beyond the old "Schoolhouse Rock" video about how a bill becomes a law.

What you don't seem to understand is that the Constitution gives the power of the purse to the House of Representatives. The reason being is that Representatives must run for office every two years and therefore more directly reflect the most recent views of their constituencies and if those they represent do not want them to fund something they don't have to. The law still is on the books but there is no money to enforce it.

Now if you want to change that part of the Constitution there is a remedy for that too. It is in the Constitution.

As a bipartisan example I would show you the law that was passed under the Bushies that required the Federal government to build a fence from San Diego to the Gulf coast along the Mexican border. Both houses voted it and Bush signed it into law but guess what? Congress has chosen to not fund it and therefore it is not complete.

So the lesson is simple, the House of Representatives controls the purse strings.

You may call me a "retard" all you like but it doesn't change the facts and shows your lack of knowledge when it comes to the US Constitution.

Not a retard. An idiot. Obamacare is mostly self-funded through mandatory spending immune from the appropriation process. The law itself has specified spending streams and sources which fund the vast majority of the law. That's why, you may have noticed you f.cking imbecile, that the law is still being implemented as we speak, even though much of the government is now "shut down." If you had access to a newspaper, dummy, or a television that traveled beyond Faux News, you'd know that what Republicans are demanding is the defunding/repeal of not just appropriations for the federal agency work (which is only a minor part of the law), but the built-in, automatic funding of the law. You f.cking idiot.

Either way it might behoove you to read Federalist #58 about the Constitutional necessity that all funding begins in the House of Representatives. But what did James Madison know! I mean he's only the guy that wrote it.

Also you obviously don't understand that any newly seated Congress cannot be bound in perpetuity by any other preceding Congress. In other words legislation can't be declared "forever" by a preceding congress. That can only be done by amending the Constitution.

I know that all this is very complicated for those who refuse to read the words of the founders in both the Constitution and the Federalist Papers.

I would suggest that you read those most enlightened documents as they are the foundation on which this country was built.

But I have to imagine that you are of the same mind as Ezra Klein who a couple of years ago declared that the Constitution is "...like really old, like it is one hundred years old..." and therefore it just doesn't matter anymore.

And yes he said that on CSPAN.
