Someone who is sober should pull a lawful u-turn and let them chase - some of the tipsy ones might get through.

Just like at a bar ... the sober guy leaves first, staggering, dropping his keys, taking a long time to open the car door, fall into car, hit the horn while starting the car, drive away, cop follows ... then all the drunks leave the bar.
