Brook's big mouth and unprofessional actions at north utica meeting will mean another law suit and this time he will be paying out of his pocket. You can not defame a council person just because he has the truth on your department waste. We want the facts, bring in a audit of that department and its ambulance service and you will see that
Vescera has been right. The reason the city is drowning is that there is no transparency within the city public safety departments. The DPW is the only department in the city that should not be cut, the rest need to be reorganized. Brooks should be brought up on insubordination charges by the Mayor, but Palmieri is afraid of Brooks and nothing will come of this, but there will be a civil action against Brooks and there are several witnesses that have said they will testify.
A good idea

Welfare losers cost you 5% taxes, your phony LEOtard and phony fire brigade costs you retards 65%-67% according to Tom Dinapoli.
You have the singularly most expensive pubic-safety in the state goofass retard. They also pay negligence / abuse / false arrest lawsuits on the order of 3-7 a year.
You do the math simpletonfuck. I'm so tired of losers with a pisspoor grasp of their sad reality whining and defending the very parasites that killed their city. But at least it's fun making fools of them!
I agree, although the welfare freeloaders are the very excuse that the city needs to keep such bloat, so it is easy to confuse the issue.

Over 86% of the budget is mandated...was this a significant jump from the 2013 budget?

Why is the UPD and UFD so large compared to other comparable cities in NYS. When our population was 100k I can see it but not now when our population decreases. Cut cut cut. I honestly know quite a few people on both and they are trouble makers, lazy, drug addicts, former drug dealers, bullies, punks. Let's drug test and check where they really live.

Over 86% of the expenditures in the proposed Budget are mandated items that the City is contractually obligated to pay.
The bonding alone is enough to raise the taxes by 10%
The tax increase equates to a $9.25 per month cost for the average Utica homeowner (average Utica home is assessed at $55,000). The is a home with a fair market value of $70,000.00.
This is roughly 35 cents a day or $2.25 - less than a cup of coffee.
The 2% tax cap is a joke. Cuomo is running fro president so he puts out things like telling people that if the municipality sticks to 2% you will get a break on your income tax. It costs him nothing and puts the burden on the local level to make him look good.
I put this in the same category as giving prisoners a college education and cutting the funding for our local schools.
Every City of comparable size in NYS has a higher budget than Utica.
The mayor of Oswego had proposed at tax hike of nearly 82 percent and a rate of $18+ per $1,000 assessed. Councilors have it down to around 40 percent and a rate of $14.39 per $1,000.
Read the article below to see what services they are cutting
http://oswegocountytoday.com/council-hacks-os...
As to all the seniors on fixed incomes - you still receive a cost of living raise every year.
The non-union City employees have not had a raise in 6 years. The department heads had a 5% CUT in pay.
Departments have been consolidated, people who leave are not being replaced.
Overall the number of employees in the City is down by over 150 positions.
I am one of those seniors on a FIXED income and I do not receive a cost of living hike every year. When I do receive one, it is in the 1.5 to 2.5 percent range. Lately, it has been zero or 1.5 percent. Dare I say how much my property taxes have been increased over the last ten years in this city? Don't tell me about cups of coffee when I have virtually ceased going out to eat and going out to buy coffee. When you people have the guts to do what, ethically, needs to be done then you can make your comparisons. I have owned homes in other states. Taxes, here, are much higher. Living conditions, here, are certainly NOT better. Stop trying to reinvent downtown Utica and start supporting the residential taxpayers who are paying the bills. And, stop holding the citizens hostage to threats of decreased "public safety".

Yup, that's the spirit! Strange that other than the odd post on here from very few illiterate fools, all the post have been against the tax increase. As were all the protests from those at the meetings. Yet all they claim is that they get calls ALL the time asking them NOT to cut services?
Something smells and I think it's coming from city hall.

You have the most expensive public safety in the state outside NYC according to Tom DiNapoli They catch lawsuit like people change their socks. Your FDs let people burn. Get the fk OUT of there if you can.
Read my last sentence carefully. It never said a word about public safety existence or nonexistence. It did say that we are submitted to (subtle) threats of decreased "public safety." Decreased services is also another threat. I'm sure I'm not the only one to notice the COINCIDENTIAL decrease in leaf pick up and snow plowing this past season. My theory is that the invisibility of heavy equipment has a direct relationship to city hall's expectation that many residents would be screaming "where's our services?!"

quit crying you fools will keep electing him a couple times more just like you kept that Lapolla in as mayor for years as the city went down the crapper. The republicans will put a token candidate against Palmeri so the apple cart wont be tipped in the county. The democrats wont run any one against Pacenti . Its a sad game around here.

You and many before you, not many more to go before is crashes. Hope you get a decent price for your house, though I can't imagine anyone wanting to move to Utica.
Maybe the mayor will buy it so he can pay the taxes on it seeing as the city is on the upswing now LOL.

I heard a report about the budget meeting in West Utica last night. I think it's great that people showed up and confronted the mayor and the council regarding the budget. What I got from the report though was that instead of engaging in a dialog, the mayor chose to go on the offensive and more or less tell everyone that they have no choice and they will just have to live with what he's proposed. That stinks.

What he did is exactly why people have the attitude they do when they say "what good will it do?"

Exactly, it's not that people are not upset enough to go, it's that they have no hope he will listen. Why waste your time trying to convince a fool who does not have the mental capacity to understand what you are saying.
