Every City of comparable size in NYS has a higher budget than Utica.
The mayor of Oswego had proposed at tax hike of nearly 82 percent and a rate of $18+ per $1,000 assessed. Councilors have it down to around 40 percent and a rate of $14.39 per $1,000.

As to all the seniors on fixed incomes - you still receive a cost of living raise every year.
The non-union City employees have not had a raise in 6 years. The department heads had a 5% CUT in pay.
Departments have been consolidated, people who leave are not being replaced.
Overall the number of employees in the City is down by over 150 positions.
The bottom line here is where do you expect the money to come from, the taxpayers are strapped, The city is paying public safety employees way to much for a city the size of Utica, The police and fire departments have way too much brass and rank, the ambulance loses money with correct accounting practices. The tax base is decreasing yet public safety employees want more every year in benefits and raises and most of them do not contribute to Utica's tax base because they choose not to live in the city that provides their livelihood. They also do not contribute to their pensions, they use the excuse that they sacrificed raises instead of contributing, well just look at their salaries and you can see they are full of bullshit. The only way out of this mess is to cut public safety sorry to say and if they do not bankruptcy is on the horizon and in the end public safety will be cut and that is the only way the city will survive. In closing Mayor Palmieri was full of bullshit 30 years ago and he is still full of bullshit, he does not have a clue because in reality he just is not smart enough to get the city out of this mess. You can fool some of the people some of the time but eventually it all catches up to you and right now the people know this guy is a bullshitter.

It's the people like you and Kam's family that I carry on about this even after getting out of there for good... Except for funerals.
The last two mayors completely ruined any chance at future solvency. The Utica police and the rest of the pubic safety "brass ass" are corrupt and have been for years. They've grown like a parasite cancer on utica, and to that throw in the Oneida County Loopy Larry Joseph Democrats along with Frank "Can I pork your wife?" Meola and viola!

I am also living on a fixed income and I agree with you 100%. By the time us retired citizens pay our mortgage payment, taxes, National Grid, Cable, Trash Removal, and in my case, snow removal and lawn care - I'm lucky if I have $100 left over to feed myself for an entire month!!!!!

How many of our UPD, UFD, and politicians all making over $100,000 a year and living outside of this so called City, are as Strapped for cash as us homeowners are? This is NOT the way of life I should have to live after working for over 50 years!!!! I'm at the point of just walking away from my house - let the City have it and fight it out with the mortgage company.

I can buy a used trailer and pay absolutely no taxes and life better than I am now.

Agreed, when things are this corrupt they stop at nothing try to hold on to power, Utica will only get the control board when it is completely done. It will be one last unforeseen jolt which lurches the whole train wreck off the track. Usually just at the point when you thought it would never happen.
People see what is happening and wonder how it can continue way past when it should have, the answer is loans, they bond and bond until they can not borrow any more then boom.
It is basic economics, be it with a country, city or just personal finances.
With even regular bankrupt yes people hold on way past the point when they could no longer sustain things. With the city it is just a matter of thieving every last penny.

It's good to get your frustrations out by posting here but if you want results you need to show up. There is a budget hearing tonight at 6:30 at the North Utica Community Center.

We have the problems and the representation we do because the politicians know people are for the most part complacent. Nothing moves a political body to action like a room full of voters. Go tonight or to one of the other scheduled public hearings and ask the questions you are entitled to answers for. If you don't feel comfortable speaking then don't. But, at last show up and show them that you are paying attention. If we don't show up then we don't have any right to complain here or anywhere else when things don't go our way.

Ask the who is representing our interests at the negotiating table when dealing with the unions. Whoever it is doesn't seem to be dong a very good job.

Ask them about the $2 million that is supposed to be mandated for paving the streets and how is it they are able to ignore the will of the people with not budgeting for the paving.

Ask them to prove in "everyday man's" terms that the ambulance is making money.

Ask them how many city employees are on disability and how that number compares with the private sector.

Ask them about progress on the repayment of the Hotel Utica loan is going.

Ask them about the NYS Comptroller's report and about the city's sinking bond rating.

Ask how just a few short weeks ago the mayor announced a surplus and how that squares with an override of the tax cap. They don't go together.

Ask why the payment to the Utica City School District isn't in the budget.

Just show up and show them that people are paying attention.
