Utica taxes up 9%

I moved to Deerfield in 2003 when I bought my first house. We have lower taxes and better schools. None of my money goes to the UPD; none of it goes to the Utica School District. They are so corrupt I can't stand it: they will never get one dime from me.

I go into Utica only when I have to: Yorkville, Whitesboro and New Hartford have everything I need. The only things I miss are tomato pie and the Utica Public Library.

Utica has been heading down since the 80's. The only reason to stay is if you own property there, but property values will never, ever rise in Utica. Your best bet is to get out now and cut your losses.

You must remember Palmieri has 2 sons in law on the UPD, and council member Colosimo-Testa has a husband on the UFD, so you know they could care less about the already strapped Utica property owner. More people will move out and business minded people will also move away and very few new businesses will arrive. The biggest problem is that this mayor ignores the 2% cap and by doing this he nullifys the extra state aide that Cuomo promised to the municipalities that abide by the cap. This mayor is a one way street and all he cares for is his and his family's welfare, because actually this guy was never too smart when he was a council person and if you check his family history, they have all been on the tit of the taxpayer for decades.
It might also be noted that Ms Colosimo-Testa and her husband lived in a house owned by Mario Testa and neither one of them pays any taxes!!!!!!!!

Palmieri is just another "one of the Italians" that have robbed Utica blind and will continue to do so until someone is brave enough to replace him.

Tonight Palmieri said he has cut as much as he can. Perhaps it's time to re-think health care premiums and pensions. Are Utica part time attorneys still getting health care?
ALL members of the Common Council do NOT get their free health insurance coverages anymore - per last year's Election when the voters of Utica voted to take this "perp" away from them since they are only part - time workers.

Try visiting City Hall - there is never anyone there!!!!! Are they all "out to lunch" -LOL

This is outrageous! School taxes, property taxes and sewer, water, blue bags and National Grid. How the hell can anybody afford to own a house in this city. Why should I stay, taxes go up services get cut, and no jobs? I own a single family home, get no assistance, no STAR and can barely survive now.
You speak for every homeowner in Utica. All these taxes are paid by us homeowners, while the immigrants and welfare parasites live as good, if not better, than we do and pay nothing towards the upkeep and corruption in this City.

Does anyone see anything that would make you think the situation is going to get better next year or the year after that? I don't.

Don't say Nano either. If and when taxpayer funded SUNY/CNSE does get a tenant for the empty MARCY Nano site (not to be confused with the taxpayer funded Quad C building on the SUNYIT campus) do you really think people taking jobs there would want to live in Utica? All you need to do is look at the state of Utica politics, Utica's taxes and the Utica schools to answer that question.

How can he say he has cut everywhere he can and then include a raise for department heads, himself, and the Common Council. Was the raise for the Council an assurance that they would vote yes for his budget?

I just heard the mayor on Talk of the Town. He said part of the budget increase went to cover the cost of a new ambulance for UFD and part for bond service. Didn't Utica just bond for(borrow)$8.4 million for a new ambulance. the Longo settlement and other things?

On the subject of the ambulance. Does that deal make money or not? Does anyone take a realistic look at the numbers. In business you would take a look at the actual costs of labor, equipment, other overhead.... in one column and revenue in another. If the real total costs are greater than revenue then it's a loser. If revenue exceeds real total costs then it is profitable. I use the term 'real total costs' because the city of Utica in the past has used a different kind of accounting that doesn't really seem to take into account all of the costs especially when it comes to the real cost of labor.

I'd rather see the roads paved than have an ambulance that loses money.

Just spoke to mayor - he went on and on stating this tax hike is long overdue - comparing our budget to Rome's and Schenectady's and how those cities have a greater budget with less population. He said there is no other way. He went on and on about How he adopted this problem and had no funds to tap into for assistance. He said the people of utica constantly cry for more services and the only way to keep the services where they are at is this tax hike. I kept telling him ur taxing the home owners of utica out. He didn't care. He kept saying utica is moving and we have to endure this time for better days. He talked about employee pensions and medical funds -I don't give a rats ass. Ur going to tax me out of my home so your employees can have a pension? Elitist nepotism! He said he has to maintain the police dept so people feel safe in this city and will live here! Um newsflash - who feels safe living in utica? Mr. Mayor the services provided are NOT worth what we already pay that's why people want more services to get what they feel us just. I could go on and on he didn't give one care that people, good people are losing there houses. He said I sympathize with ur situation but I hope you can endure the pay hike. Well mr mayor I cannot. I am seriously thinking about selling. I am Not going to pay one more cent to live next door to alcoholics drug addicts people who dont shovel their snow or maintain their properties. Im done. We need to call a meeting this can not happen! Zecca can u help?

Perfectly said David. We all have way lower taxes than Utica, not even close to what they pay and get no service.

I will say this for Palmeri....his predeccesor Roefaro spent ALL of the money from the water fund and every spare nickel & dime to the public safety contracts. So when he came into office he had no rainy day fund or any surplus to work with. And someone did say once that Fire chief Brooks brags that he was in Vietnam.

Ambulance is a big money loser and your points are correct. This mayor is a fraud, very simple as that.

The ambulance was debated on here a few times. It does make money for the city but it all goes to pay for OT that the UFD goes thru like chocolate candy. Chief Brooks says OT is paid out all the time for minimum staffing required by the union contract. So, yes...in one hand the ambulance is making the city money. However in the other hand, its paying out tons of OT so the firefighters can paid their pensions before they retire. That extra money is NOT going into the general fund, like the UFD would like you to believe.

That's why the accounting has to be REAL accounting the way a private sector business would account for things. Things are too convoluted using the city way of accounting I think. If they want to run a business that competes with the private sector then they should be held to the same standard especially when taxpayers are footing some of the bill.
