Remember when a black male was panhandling in North Utica on the road leading to Walmart? At the light, he would approach people in their cars when they were stopped for the red light.

I reported him to UPD only to be told "it is a public highway, there is nothing we can do"!!!!!!

Someone needs to tell UPD that panhandling IS against the law!!!!!

I agree with you, there are plenty of sources of help for those who LEGITIMATELY need it! All the self-righteous types who say "ah, just give em a dollar, someday you may be the one in need"..well, I work damn hard for my money, don't have very much of it, and if I am not careful with what I have, I will be the one in need..I am sick of the Salvation Army bells, sick of the grocery stores asking me if I want to donate $1.00 to blah blah and put my name on a shamrock or whatever..in their own way, they are also panhandlers and I am sick of it!

Did you know some panhandlers can make $30-40K per year (some much less though some make more)? Many of these people are truly NOT down on their luck and are supplementing the monies they receive from the Government (and your taxes) with your donations...

PEOPLE make their owns decisions in life. Who I choose to donate to is carefully chosen. It will never be panhandlers! I will use my "educated judgement" to select organizations who are legitimate and truly makes a difference in the community. The same goes when I volunteer to help out community organizations. Perhaps one of these panhandlers could use their free time doing the same...and give back to the community! They may like themselves better also, and stop begging! Regarding their situation, that I do not know about, it takes the individual to put themselves in that situation with the decisions they make in life. Perhaps they could spend some time in counseling to figure that out. Sounds like you could also.

So I need counseling because I don't agree with your so called educated opinion. I personally know a few people, who are good hard working people, who lost everything due to this crappy economy. And have been turned down for govt. assistance, and don't drink or drug, and have asked strangers for a buck or two out of desperation. Thank GOD my church and myself have been able to temporarely help them. It sounds like the guy who wants to criminaly assault someone for asking for a buck, is the one who needs counseling.

Exactly. These people should be asking for help at local organizations, shelters, and churches. They should not be approaching strangers on the street asking for money. It is a very uncomfortable situation for anyone when a stranger walks up to them begging for money, especially the elderly...

Pepper Spray is consider a weapon!!!!!

IF you fear for your life (someone approaches you and don't go away when you tell them to leave you alone), you MIGHT be able to justify your actions if you felt he was going to attack you and you were in fear for your life.

Best bet is to call UPD and ask them. You brought up an interesting question that I believe we all would like to know the answer.

I was in Dollar Tree i believe last year and this senior came in and asked the cashier to phone the police. I asked if i could help and she said that she was putting her purchases in her vehicle and a man approached her and just took her purse.

I guess this guy and another were in a car just waiting for someone like her to come out alone and just relieved her of her purse. So i guess a bit of care and not wanting to be approached in a store parking lot has its merits also.

This is exactly why I carry pepper spray with me.
Only thing is...is it legal to spray the lowlifes when they approach you?

You know in NYS i dont think it is legal (probably could google it and find out?) but i would think if you were in a dire situation and used it the cops probably would not charge you, but hey you never know and might not hurt to research it a bit.

We might not be so judgmental if we didn't have to be approached so often.
Many people have had to deal with life's difficulties, and for whatever reason have not asked complete strangers for money. If panhandlers do not have the concept that they are making people feel uncomfortable or unsafe, then perhaps something is off with there mental capabilities. We all have the a level of sympathy that wants to help people, but we also know that there is help available at several places in the area. Panhandlers please reach out to your local gov offices, church, salvation army, rescue mission, etc for some help.
I hope they all get some help and please leave people alone.

AGREE with you. They make me so angry after they approach me. I always say no. Many times they have scared the hell out of me! They can not possibly be mentally all together if they keep scaring people like this.
