Effective immediately: You must have your paycheck sent directly to the City Ungovernment and they will give you back whatever, if any, is left over. This will help the city avoid making short term loans for long term problems. This will also help cut down on paperwork and protect the bloated over paid administration, "the children" and union personnel.
