The news is the same. New York State taxpayer supported CNSE(SUNY) is now on record as the end user of the site. That was a bureaucratic move in order to get the Corps of Engineers to issue a wetland permit. The real end user is to be a private corporation who will rent the taxpayer funded site. There is none.
The deal that was rumored to have a major manufacturer interested fell apart because the company who supposedly represented this major chip manufacturer didn't actually have the manufacturer as a client. They were trying to put a deal together that they could shop to a manufacturer. In the course of due diligence New York State officials discovered this and refused further funding.
Bottom line is that the nano site is as vacant today as it has been all along. Any construction that may take place will be paid for by the people of the state of New York. The taxpaying ones anyway.
