So they're spending $64 million dollars to turn the Arterial into an expressway but they're only doing half of it? They're stopping the construction at Sunset and leaving the lights at Oswego Street and Noyes Street? What the hell kind of sense is that?$64 million dollars and they can't finish the entire Arterial? Talk about idiotic.

Yes, the current project ends shortly south of Sunset Ave, and there will be lights at Noyes and Oswego. These lights were actually just replaced and installed on the black mast-arms - which means they are there to stay for a while.

I have heard speculation that this is partially due to the fact that people in West Utica, including that moron Zecca, complained that the arterial should be a "boulevard."

This is not a problem according to the plan. They pave the rest of the arterial with Tomato Pie so people fleeing upstate new york can take a taste of utica to take with them.

What are the alternatives? Build an uninterrupted freeway all the way to Burrstone, creating dead ends at Oswego and Noyes(In addition to Sunset and Warren, further isolating the west side)? Elevate/Lower the arterial over/under Oswego and Noyes at great cost and with major disruption? Take more space and demolish more buildings to make way for additional on/off ramps? I agree that it might be nice to have 0 lights instead of 5, but 2 sounds ok when you consider the alternatives.

The point is that by rebuilding half the arterial, Utica is once again victim to a have baked plan or goal. The Sunset pedestrian bridge provides pedestrian traffic to the west side. Why build the pedestrian bridge when they can cross a block farther up the arterial? The new Court St interchange will be able to handle much more traffic than the current set up. Burrstone to York Street can handle the other side. At the very least they should seal up Noyes and Oswego and route traffic down the new side street to either Court or Burrstone. Leaving two lights on a roadway that proved to be very dangerous to motorists and pedestrians because of the lights to begin with is a waste of money.

It's time that we stopped doing everything half-assed around here. Unfortunately his project is not the solution in its current design.

My point is they could have done a lot of things. They chose the option that made the most sense for the most people, with a budget in mind. What works for you might not work for others. Studies were done, statistics were compiled, public hearings took place.
