Frst of all the road construction is going on all over the citi because the infrastructure of our sewers and pipes are ancient which is why all of our roads are sinking, hence a million potholes. This is no secret. And this is a serious problem all over the USA. S0...the monies well I'm not sure but it was a fedreal and/or state funded project. Which is always a good thing. KFC had crackheads working in it and Munson-Williams purchased it. Thank God..... So..maybe they are continuing to improve that area to remove drugs and thugs for the Munstitute's safety. Many many very welathy people from all over the country send thier children here for the Arts College. This brings in lots of revnue for businesses in that area and creates jobs for locals. As far as the roundabout. I don't know enough about transportation enginering but something had to be done about Genesee streets traffic lights in that area especially. Having sat at those lights many times I've counted them. From Eagle street to Hobart street there are 6 lights. Now that's dumb dumb dumb.... It can only make it better cause this city just can't get worse!!!

The city will receive an additional $475,000 to upgrade traffic lights along Genesee Street, according to a news release from U.S. Rep. Michael Arcuri, D-Utica.
Utica already received a $2.9 million grant to upgrade and synchronize about 20 lights on Genesee Street. Marion Read, Arcuri’s press secretary, said the $475,000 will be in addition to the previous funding.
The project, which is scheduled to be 80 percent federally funded and 15 percent state-funded, would add pre-emptive technology to the Genesee Street lights and about 15 other lights, city officials said. The technology will be used in fire vehicles and ambulances and will cause lights to switch to green when the emergency vehicles approach, officials said.
Utica Mayor David Roefaro’s assistant, Angelo Roefaro, said city officials are planning to meet soon to discuss how the extra funding will impact the city.
The funding was approved by the House of Representatives Wednesday. It next will go to the Senate for approval.
Other funding that was secured for the area and approved Wednesday:
*$1,662,500 for Mohawk Valley EDGE to improve facilities at the Griffiss International Airport in Rome. Funds will go toward hangar door improvements.
*$950,000 for Central New York Regional Transportation Authority. These funds may be used for the design, land acquisition and construction of a central maintenance facility in Oneida County for repair and maintenance of buses.
*$215,000 for the Oneida County Gang Task Force Initiative. Funds will go to the Oneida County District Attorney’s office to establish an information sharing database to analyze gang-related crime.
*$150,000 for Utica College Identity Theft Research Project. This initiative will examine the role of insiders and mail theft in the commission of identity theft and identity fraud.
*$48,000 for Kids Oneida for the “Stop ACES” program to reduce the effects of childhood abuse and neglect on Oneida County’s youth.
*$166,250 for the City of Utica Community Access Center, to acquire and renovate property in the City the Utica’s central business district for the development of a Community Access Center to host job training, educational advancement and other community related.
*$238,000 for Mohawk Valley Community College’s Aircraft Maintenance certificate program. Funds will be used to purchase specialized laboratory equipment for MVCC’s FAA-approved Aircraft Maintenance certificate program.
