All of upstate gets NYC's garbage including the human kind. Utica is not alone there. Consolidation of services is going on in waves in order for smaller communities to survive. That's not Utica leadership's fault, that is playing with the cards being dealt from the state capital. The money goes downstate and the burdens stay here. This has been an evolution over the past 35 years. There has been some good news for upstate in some areas such as the Malta site and Global Foundaries locating and expanding. Albany still has issues in it's inner city and there's not much to brag about there but there is hope and with new jobs comes new homes, new cars, etcetera. Utica will never be Albany but they can be 'copycats' and try to turn things around ( evolution not revolution) with nano technology for example albeit on a smaller scale. There are people (Dr. Yeh @ SUNY IT ) who are making an effort and strides and there is hope for a change for the better. So you can take pot shots from your cushy little seat in Rochester or wherever you spew your negativity and we can throw up whenever we see Riggie posts. You are no oracle, my friend. You're just another upstate negative nelly who must hate his own life. That is obvious to all of us the see your daily diatribes. We sure aren't going to listen to you or your alter egos. You are just another somebody with an opinion.

I cut you off as soon as you bring up downstate. You do realize that oneida county pays less into the state system than it receives back correct? So you can flap your wings all day talking about downstate but the reality is downstate supports that cess pool. Downstate would cut upstate ny off in a heartbeat if it could.

35 years ago it wasn't so. Evolution is a concept you can't grasp. NYC can have all of their garbage, make their own water and electricity, build prisons in Manhattan to keep their POS there. Instead they have taken advantage of the system in the name of 'progress'. They don't give a rat's a** about upstate and never have.

Last time I checked the city of utica doesn't actually fund the welfare programs. Downstate would cut upstate ny loose in a heartbeat if it could. Take away downstate and the situation in that cess pool would be even worse than it is now. That's a fact.

Let me clarify my comment since you can't quite connect the dots. It's not where the money comes from that I'm concerned most about. It's the quality of the people. Criminals attract more criminals. Dump the prisons in Manhattan and watch the quality of life spiral downward. Or dump them in Syracuse

Absolutely disagree. Do away with the prison and kiss all of the co jobs goodbye and the support staff. Now in your scenario the crime would evidently go down as well so that elimates police jobs. As the cos and police leave that also lowers the needs for retail establishments.
