Horny Cop illegally accesses MN police officer’s driving records- BUSTED!!

St. Paul ex-cop accuses Minneapolis cop of unlawfully accessing her driving records.

A retired St. Paul police officer claims another cop who is a former friend unlawfully accessed her records in the state Driver and Vehicle Services database.

Anne Marie Rasmusson, 37, filed a petition for a harassment restraining order against Jill Loonsfoot, whom she described as a Minneapolis police officer.

In August, a woman told the Department of Public Safety that she suspected law enforcement had misused their access privileges to the database and looked up her record.

"I can't confirm or deny that this is the individual who came to us in August," Andy Skoogman, a Department of Public Safety spokesman, said when asked if Rasmusson was the woman who contacted the department.

The Department of Public Safety and the Minneapolis police are investigating the alleged violations, Rasmusson said in the petition filed in Pine County District Court.

The Public Safety Department found that about 100 employees from 18 law enforcement agencies in the state had accessed the woman's record about 400 times in the past four years

The department asked the agencies to look into whether the access was appropriate. Those contacted included police departments in Bloomington, Burnsville, Cottage Grove, Eagan, Eden Prairie, Isanti, Lakeville, Minnetonka, Minneapolis, St. Paul and the University of Minnesota-Duluth. The Dakota County, Pine County and Ramsey County sheriff's offices also were notified. The Department of Corrections' Office of Special Investigations, the FBI's Minneapolis office, Metro Transit and the State Patrol also were contacted.

On average, fewer than 10 citizens a year report suspected database misuse to the Public Safety Department, Skoogman said. Records are to be accessed only in an investigative capacity, he said.

Rasmusson's privacy was unlawfully violated, so she alerted the Pine County sheriff's office and the Department of Public Safety, she wrote in the petition.

Loonsfoot's address on the petition is that of a Minneapolis police precinct.

Loonsfoot started accessing Rasmusson's records in 2004 and the queries increased, making her appear "obsessed with me," Rasmusson wrote.

"I do not feel safe or secure in my home," she wrote.

Rasmusson asked the court to order Loonsfoot not to use "the tools made available to law enforcement for investigations to unlawfully access my private data or view my driver's license photos."

An attempt to reach Loonsfoot through the Minneapolis Police Department was unsuccessful. Rasmusson said she couldn't comment because it's a pending matter. Her attorney, Jonathan Strauss, also declined comment.

A hearing on the restraining order is scheduled for Tuesday, according to Minnesota court records.

In July 2010, Steve Toms of Lakeville filed a petition in Dakota County for a harassment restraining order against Rasmusson, whom he described as an ex-girlfriend. He wrote that she called and emailed often after another order expired in March 2010.

In his petition, Toms wrote that Rasmusson threatened "she was going to get me and I messed with the wrong woman this time."

He attached a Facebook message from "Anne Rasmusson" to a woman named Ann. It said: "You don't know me, but I am a former police officer and I dated Steve for 6mo until Sept 09, I have info you may want as you're getting ready to have your son. I have no contact with Steve, but I have done A LOT of research on him (and his parents) and it may be helpful for you to be aware of their past and current behaviors. He lied, cheated, and stole from me and you may want to know (if you don't already) what his patterns and schemes are."

The new petition, seeking a two-year restraining order, was granted July 27, 2010.

Rasmusson was an Eden Prairie police officer from May 1996 to January 2001, according to the city clerk.

Accessing her records without reason was wrong/illegal. But it does sound that she has some issues with men herself.

A week before my son Steve Toms past away, she had text him, and she was no were to be found, this is very strange or is it just me. I hope she is happy he is gone ?????
