What do Rome, Utica, Oneida County, the town of New Hartford and the village of Yorkville all have in common? They all meet the state’s criteria as being fiscally distressed and potentially eligible for capping raises and benefits given to police and fire unions in binding arbitration under a proposal in Gov. Andrew Cuomo’s budget
