Thats how the rich get richer.....Hmmm, pays $1 for a building that city TAXPAYERS spent $700,000 to renovate. AGREES to a deal where he ONLY pays $15,000 in taxes the 1st 10 years, ALSO in that AGREEMENT that HE VOULENTARILY entered into said the taxes would go up to $90,000 after 10 years, and then $180,000 after 20 years. so he knew it was going to be that way when HE AGREEED TO THE DEAL. if he wants to back out now. then he should have to pay what ever the REAL taxes would have been for the past 10 years...... the rich get richer by thinking they are better then the rest of us TAXPAYERS.... starting today NO MORE MCDONALDS or ADIRONDACK BANK for me

di you forget about the 3 MILLION PLUS of his own cash he has put into the building.. Also, by buying th building for a dollar, he saved the city 2 MILLION in the demolition cost.Saving money is making money also. Then, the government is paying for a downtown parking garage to start this fall which would benefit everyone, just so you know, if clark wasn't there, NO GARAGE. So please everone, leave business matters to business people..its out of your league... oh. Final thouhgt.. I know Tom, don't like him, he's an arrogant ass...

Anyone in New Hartford or Whitestown that has a $300,000 home has to pay $15,000 in property taxes each year. Clark has a 16 story building that is full with the exception of one floor. So each floor is paying $1000 per year in property taxes, compare to How many dollars in rent. If $3million has been spent on the building, then the assessment should reflect that fact. Every property owner who puts improvements on their own property get their assessment raised, so should Clark. He sounds like a crybaby...who just got fed, had his diaper changed, belly rubbed, back patted and now wants someone to rub his dick.

I think your missing the point no more was making.

" AGREES to a deal where he ONLY pays $15,000 in taxes the 1st 10 years, ALSO in that AGREEMENT that HE VOULENTARILY entered into said the taxes would go up to $90,000 after 10 years, and then $180,000 after 20 years. so he knew it was going to be that way when HE AGREEED TO THE DEAL."

He agreed to this deal knowing that after 10 years there was going to be an increase to $90,000 (still much lower than it should be) and that didn't seem to be a problem. now the 10 years is up and he doesn't want to pay what he agreed to pay when he signed the deal.. I don't like the tax increases I get every year. but nobody gives me tax break

If we could only see the PRIVATE books of people like this.
If we could there would not be any Bernie Madoff and the "World's Worst Ponzi Scheme"

I'm thinking about the claim that it was $3 Million of his own money, then a few posted down Bernie Madoff's name is invoked. Probably the same scenario with Tom Clark, it was someone else's money he was investing.

Regardless though, No more is dead on, Clark agreed to the terms of the deal 10 or so years ago. The terms haven't changed and he's known about it all this time that this day would be coming. Too bad, you got the benefit of a PILOT agreement paying a mere pittance in taxes of what you should be and now you want to cry that your lifestyle might be crimped a little bit. Join the club, pal. I'm sure because of ever increasing property taxes that my mortgage payment is destined to go up this year. I suck it up and pay my fair share, so why shouldn't a millionare prick who owns a hamburger stand? Anybody wonder why morale might be low in this country, People like Clark are the reason.

I can assure you that when the deal was made for the Bank of America Building for a $1, it was made with the intent of a win win for everyone.
A win for Mr Clark and a win for the City of Utica. I was in the room when the deal was made.

Apparently Mr Clark has kept his eye on the handling of the Hotel Utica situation and now wants to make a play for his piece of the pie.
The 142,000 dollars a year that Picente is giving Mr Clark is a pretty good piece of the pie!

It is a shame but the politicians and their friends will continue to take from the tax payers of Oneida County only because the citizens allow it to continue.

The tax payers of Oneida County have no one to blame but themselves!

After all you keep voting them back into office.

Let me correct this by saying 51 percent of the tax payers are to blame.

Other wise the politicians could never be so blatant if you did not allow it.

That's all well and good however, you don't know what a politicians really going to do when he or she gets into office (first term's). Some go in with good intentions and wind up being corrupted by the system. Others just flat out lie. Now if you're talking about someone like Destito or Arcuri (multi-term's) that's a different story. I believe that all incumbent should be voted out. If you aren't operating in the best interest of the taxpaying citizens then you need to go.

Do you think other businesses don't have to spend on their buildings? Look at Utica National NH and Utica, Conmed, etc. They are local and have spent at least that on their buildings. Clark is a multi, multi millionaire who is whining about paying only half of what he should be paying in an agreement he haapily agreed to. He's a big blowhard who has not caused a rebirth downtown like he promised and is now looking for another free building (Harza). If he doesn't pay taxes they come from the working stiffs that live in Utica. That is an empty threat that he will leave and exposes him for the egomaniac he is trying to throw his considerable weight around. Let him go, he needs more space, where will he get another deal that will cost him less than the one he has now. Perhaps if he cut back on the groceries, he could afford to pay his taxes. I agree - boycot his businesses.

Before property owners in the city of Utica pay one more penny in property taxes they should meet with city officials to see what is "economically feasable" for them to pay...just sayin'.

Once again, leave business matters to business people.. How much you spend has nothing to do with assessments. That building has HUGE operating costs...HUNDREDS of thousands of dollars a year. The electric bill is almost 60,000 a MONTH... Anyone who owns that or any other building or business had better do everything they can to cut all expenses, including taxes...its being RESPONSIBLE...and Tom needing his dick rubbeb may be true, by leave the personal attacks at home....on another note, my home is appraised (not assessed) for 375000 in NH i pay 5 k a year... I grieved it last time and got it down....

You habe no concept. He took over an building that was falling apart, no occupants for years!! asbestoes, water damage, vandles, i could keep going.... to restore a building of that magnititude is a tremendouse undertaking (bad spell) you have no idea what the expenses are after the rehabilitation... He could predict to overcharge from nimo (that hits all people, theu suck) also, remeber, he could not get tenants so he filled it with his company, so he is effective paying all the rent and expenses....go to business school, then open one in the real world and you may learn something.. like cut EVERY expense possible.. tom is still an ass

Yeah but typical to the "old boys club" around here he wants the gravy without the effort.

Clark's fat ass enjoyed the profits but now that the taxes are becoming like balloon payments he wants to alter the deal.

Why is it that we see the same old scumbags like Gaetano, Arcuri, Roefaro, and the Usual Suspects are always seen helping themselves at the expense of every other Utican? Over and over you can actually predict these idiots by figuring the worst case scenario!

Even the district attorneys ofice and those scumbag judges help themselves by using their positions as weapons. It's not even a secret it's like public knowledge around here and you people just let it go!

It's time to ramp up the "personal" approach. It's the only thing that hurts em.
