No, it's grammatically correct. As a New York State resident and former citizen of that region I'm embarrassed of utica. And grammatically is or are, are correct the way I used them. Anything else utican mental midget?

You dumb people complaining about ootica...I make $122K/year as fire chief and I love my job. Being a Vietnam war hero I could've settled anywhere after the army but I chose my hometown of ootica. I have a 2014 Escalade the city pays for at my disposal 24/7. I have a Hess gas card that I let my friends & family use and my health insurance premiums are free. Everything is paid for by the city. So you haters just pack the hell up & get outta here. We don't need ya. Any remaining taxpayers will pay the cost of the public safety. And good times are comin' when my old buddy Dave Roefaro is put back in office next time. We'll build those 8 new fire stations & hire on 22 more firefighters.

Robert Maciol, Oneida County Sheriff, lacks sufficient control over his officers during a standoff with an armed citizen, resulting in the death of Deputy Kurt Wyman. Video and audio of the entire event is hidden and buried. A flaming report of the incident was produced but not released until years later. No charges have been brought against any of those responsible and no disciplinary actions have been taken. Citizen was convicted of aggravated murder.
Oneida County Executive Anthony Picente wasted tax dollars year after year in an annual Holiday media blitz regarding drinking and driving. He wastes taxpayer dollars in senseless signs pointing out, "DWI, you can't afford it". Oneida County already has law enforcement responsible for safety on the road. He wastes his time and our money on areas that are not within the scope of his authority or responsibility.
Oneida County Executive Anthony Picente and Kevin Revere (Oneida County Emergency Services Director) hatch a scheme to levy a local tax on cellular phones to offset the cost of upgrades to emergency services. NY State already collects such a tax but has failed to release the funds to counties. Picente and Revere's request for such a local tax when a NY State tax for the exact same expense already exists displays their greed and complete lack of responsibility to the taxpayers of Oneida County. No news exists if a lawsuit against the State of NY has been brought by Oneida County for its portion of the tax already collected.
These are just a few examples. There are many more regarding the Utica Fire Department, NY State Police, and the Utica Mayor's Office.
