Is there anyone gullible enough to really believe this is true?
I think Ceminaro has proven time and again what a dunce he is. This is dangerous though. They gin up what looks like a surplus and then negotiate contracts and deals that the taxpayers can't afford base on this false premise.

Take a close look at the history of Detroit's finances and how they got to bankruptcy and you'll find the same kind of bookkeeping tricks.

I agree...its always thru some illegal bureaucratic wizardry oootica has a surplus. And lets say it is true. You know damn well the public safety unions are like a fat little kid who sees that mommy just got home from shopping and she's putting the box of nutty buddys in the freezer and the kid's beggin' for a couple.

If there really was a "surplus" - why haven't taxes been reduced!!!!!!

The same ques. should also be asked of the county. The Sentinel reported last nite sales tax revenue is $890K ahead of last year at this time. Yet we have the highest sales tax rate of all upstate counties. Plus the county has anywhere from $10-18M in reserve funds. D'ya think we'll see a break on the sales tax or our property tax???

Only a naÔve, inexperienced reporter would accept that quote without asking follow-up questions.

Tight budgeting doesn't facilitate having a surplus. It actually does the opposite. If you want a surplus, you simply over-budget everything and don't spend what you budget.

The same is true with realistic revenue expectations. If you want a surplus, simply under-budget your expected revenue.

The saddest part is, the city administration knows that no OD reporter has the wherewithal to ask insightful, probing follow-up questions. Something along the lines, "With all due respect, your honor, that sounds like a load of bullcrap -- how did you really achieve the surplus?"

Of course there is going to be a big surplus when mayor rob violates union contracts and takes it upon himself not to pay city depts. accordingly!!! He is going to need the BIG surplus to pay us back!!

Bond rating agencies have to recognize this for the deception that it must be.

For many years Detroit ignored realistic projections for how much money would be needed to fund the monster they were creating. Utica is doing the same. The math will eventually catch up.

Am I wrong or does the City of Utica still owe the Utica City School District a boatload of money?

Hey public union workers, your never getting paid back. Your union leaders have sold you out and next comes austarity measures. Look at detroit and what the union contracts did there it bankurpted the city. The only people that will see this money is the union leaders and the politicans that stole it from the working class, and rank and file union workers. although the cuurent public union worker might get a rise out of this. Don't count on it, and don't count on taxes going down. These fools are wrecking future of this city and your childrens.

It wouldnt be smart to use the money as fast as possible/ THe smart think would be to put 50 to 80 % of it into the reserves just in case there are desperate measures down the road. It never hurts to put money away for a rainy day.
