I am new to Utica and am wondering if someone can explain the rationale behind requiring residents to purchase special blue bags for garbage. This seems like an unnecessary expense for the citizens of the city, so I would like to better understand the thinking behind this requirement. Thanks.

Here's the problem - some of the suburban municipalities saw "special" garbage bags as a moneymaker. They enacted the "bags rule" for the suburbs and all the "rich" suburbanites found that it was cheaper for them to throw out their trash somewhere in the city, where the bags rule didn't exist (yet).
Fast forward to a city that now has more trash to process thanks to those who can afford to live outside the city, yet cannot succumb to buy the bags required for their area.

The result? Bags for everyone.

It's a money maker, plain and simple. Yes, it is an unnecessary expense for the citizens, but when has that ever come into the decision making process?

It was my understanding that the costs of blue bags was SUPPOSE to cut down on the Trash Removal Costs ALL homeowners have to pay for garbage pick up.

The Reality is - homeowners still have to pay $78 for the Trash Removal PLUS the costs of the blue bags!!!!!

As another poster stated - this ended up just being another money scheme as it certainly did NOT help out the homeowners at all.

I live in Utica and don't buy blue bags I just bring my garbage to my parents house in Marcy on my way to work no blue bags there.

Unfortunately, we as citizens have to really read between the lines with issues like this, instead of just taking the "reasons" at face value. No matter what we were told the "reason" for the blue bag requirement was, it's obvious that it was a money grab by the city government. We as homeowners should be able to have our garbage pick up covered by our property taxes. But with everything else, taxes will continue to rise, while the services that are supposed to be paid for and received by homeowners because they pay property taxes, will continue to decrease.

I live in Utica. I hate blue bags. they are the biggest waste of money and time ever. My landlord: ie: Utislumlord just allows them to pile up and up. It is sickening. Crows and skunks and squirrels just have a field day. Then there is garbage all over the ground. My complaints fall on deaf ears. ie: Utislumlords know exactly what they can and can't get away with. I called codes and told them and this is what I was told: We will come and look it over and IF we think it is necessary, will give the LL time to rectify the situation! I have lived here two years. How much time does this Jamolk need?? I always take my trash out. Why I hate blue bags.

It's not quite that at all. It's really much simpler and makes sense.

As you may or may not know, years ago garbage pick up was included in our city taxes. The problem was, a large number of properties in the city are for what ever reason, tax exempt. I heard about a year ago that the number is something like 60% of the properties in Utica are tax exempt.

So that being said approx. 60% the properties in Utica were getting their garbage picked up for free because they were not paying taxes.

The city implemented the "blue bags" to insure that everyone paid their fair share for garbage pick up.

What has happened since then, is another story.

I agree! I own two houses so I pay double for all the School, County, and City taxes PLUS Trash Pickup and receive very little in "services" from the City of Utica.

We are lucky if our street gets plowed once a week after a huge snowstorm in the Winter months. ALL the streets in N. Utica need to be repaved just like the majority of streets in other parts of the City.

No sense in complaining to our "Mayor" - he is never in his office!

I totally agree with you. The Codes Dept. is worthless!!!! There is a neighbor that lives across my rental property in N. Utica that puts ALL her garbage AND trash out on the curb early Saturday morning - trash pickup is not until Monday morning.

Between Saturday morning and Monday morning, we have skunks and crows that open the blue bags and spread their garbage all over the street!!
I have taken pictures showing the date and time and sent an Email to Codes reminding them that garbage is not suppose to be put out until AFTER 5PM on the day (Sunday) of the scheduled pickup.

I never even received a reply!!!! I called Codes and was told the same thing as you were "we'll send out an Inspector". That was 2 months ago and this neighbor is still putting her trash and garbage out on Saturday morning.

No wonder this City looks like a dump - in ALL parts of our City.

Codes is useless and so is the Corporate Law Dept.!!!!

Welfare/Social services gives blue bags free to there customers we are paying for them to cover the cost of them eating to much they clog are sewers and land fills with all there free food

So the city decided to double the burden on the taxpayers that weren't exempt, by creating the blue bag requirement, in order to cover the exempt property owners? Either way, it screws the citizens. If the issue was that there are/were 60% of the properties that are/were exempt from paying taxes, then that should have been changed, instead of making the taxpayers who were already footing their fair share, pay more to cover those who weren't. Either way you explain it, it is a money grab by the city government!

and we still have to pay a solid waste bill if your a homeowner go figure does not make sense garbage guys make a mess rip bags open from dragging them and they hardly dump all recyclables in truck they miss a lot they end of in the road

This one done years ago so you only pay for the garbage you throw away. Otherwise you would have to pay garbage tax. It's quite fair. With recycling being free, a garbage disposal, I might use one bag every two weeks.

Call Rocco Acuri, Michaels cousin and ask him why he doesn't have to use blue bags, enough garbage for 4 families and it still gets picked up. Check it out on the corner of the Parkway and Depyster.

In actuallity we come out cheaper than most folks outside of Utica. Yes - we do pay $78 for Garbage "tax" plus pay for blue bags. I get 2 small & 2 large bags for $5 and it lasts me two weeks. So,$5/ 2 weeks =$10 month (depending you can achieve this.); $10/ month times 12 =$120. Total cost per year:$120 +$78 =$198 a year.

Now compare that to outlying areas where they pay MUCH higher for garbage pick-up PER MONTH.

I do agree this is a waste of taxpayers money to be forced to buy blue bags. I say abolish the blue bags or INCLUDE unlimited blue bags in the garbage fee!

Just another example of how backwoods Utica is. Blue Bags, what a freaking joke. I wonder how much the "Blue Bag" administrator gets paid to make sure the city has the bags and distributes them to the paying customers. WOW !

Yes, and it's one of the few things in Utica that makes sense and actually works! Property owners in many of the surrounding suburbs pay several HUNDRED dollars a year to private haulers for garbage pick up.
