Shout at them when they are trying to sleep "dog dog dog". That's what I do. I have the same problem.

Thanks.I know nothing about dogs. Its a German Shepard. Does the owner think that they can withstand zero temps? And for my own knowledge, can they?

We need someone in Animal Control who is available to take action on these kinds of reports. Even a husky should not be left outside continuously in freezing temperatures. Some of the above posters however...
