I've been to many of the rinks in the AHL and Utica is not the worst. Of course you aren't going to compare to Lake Erie's rink since it is also home to the NBA Cleve Cavs, great amenties, but just lacks a hockey feel and atmosphere.
The 90 yr old Ricoh Coliseum/CNE in Toronto used to be a smelly hole until they renovated it, now it's top notch. Probably the best choice of food concessions and great concourse.
Same goes for Grand Rapids facility real nice and modern
Even Binghamton has fixed up their exterior and added nice seats.(Maybe Utica needs a flood to clean things up)
If I had to say what are the ones in most need of fixing up? Syracuse of course, yes it's an old classic hockey barn but looks more like it was designed and still holds 70's rock concerts, but please overhaul the bathrooms and get rid of the stink in the concourse.
Chicago's Allstate Arena has awfully tight seating everyone in your aisle has to stand to let you pass, the ushers dont let you walk up or down the stairs during play until there is a stoppage.
Manchester - horrible time getting in or out, barely any concessions, and limited bathroom you miss 10 minutes of play going from upper tier down to bathroom on first level.

Utica is the 5th city that Vancouver has plopped their top minor league affiliate in since 2000. and 12th overall since they started in '70.
