Backman Storm Water Plan

From Don Backman's website. It looks like has a plan. Better then Pat's Plan which is to blame everyone else but himself.

There are several areas in our town that suffer stormwater damage repeatedly. If we are to correct these problems, a plan needs to be drafted detailing the problems, how they are proposed to be handled and a timeline associated with each project.
I don't claim to have all the answers but I have a pretty good idea of where to start:
1: Bring back the stormwater committee. Investigate, assess, rate and prioritize problem areas in town. Report to the town board monthly with findings and recommended action. Appoint members as soon as possible.
2: Expand public education as per the MS4 storm water law requirement. Educate and inform property owners along creeks and waterways how to remove branches and debris on their property; assist them as able and needed. Hold instructional seminars in affected areas. Follow up periodically with inspections of waterways.
3: Freeze the issuance of building permits in developments with continual serious problems until adequate stormwater remediation is in place by the developer.
4: Enforce MS4 regulations on new development. Codes officer or engineering consultant (currently B&L) report to the town board monthly on MS4 violations or potential SW problems created by development.
5: Inventory of all creeks, streams, waterways and watersheds. Identify adjacent landowners. Ask landowners to sign a maintenance easement with the town. Compile list of existing and needed easements and assign town attorney to report to board a list of easements we should consider taking in high-priority areas.
6: Investigate grant money through NYS-EFS and other agencies for stabilizing Sauquoit creek.
I promise to work on improving stormwater infrastructure in the town and will propose a line-item addition to our budget with an annual dollar amount to specifically address stormwater.
I'm certain there are other good ideas out there on how to get a handle on stormwater and I am willing to listen to every one of them.

Backman's plan is no plan.
The Sauquoit Creek Basin Commission (which the town pays into) is already tasked with obtaining grant money and the like for the Sauquoit Creek.
The MS4 is available for everyone to view on the town's official website. Sorry Don-I don't need the likes of you, Ed or Cathy to "educate" me. How arrogant!
And if I won't sign a maintenance agreement with the town-then what? You going to use eminent domain? that'll cost all the town taxpayers--oh I forgot how much you like to spread the cost across the town or
are you going ignore my section of the creek and (let's cross or fingers) "hope" it won't impact the other parts of the creek? Or
are you going to sic the big bad codes department on me and make me pay a fine-maybe those fines I pay can go for some magazine subscriptions for the library or Han's health insurance.
Freeze the issuance of building permits in certain areas-Oh yeah, if that doesn't scream lawsuit I don't know what will.
Take your seven votes and last four years and retirement comfortably in AZ where they're not as worried about stormwater.
