Roefucktus never got the memo from DiNapoli that spending your entire fund balance is critical to a healthy city!!!!!!!!!

Work with the mayor. That doesnít mean a rubber stamp, but the discourse that tends to define city government canít infect the discussion.

One thing the council must do is restore a law that suspends the cityís requirement to maintain a 3 percent fund balance. Utica was cited in the comptrollerís report for having spent down nearly all of its fund balance since 2007. DiNapoli says a fund balance is critical to a healthy city.

Palmieri said last year that he wanted to structure the budget in order to build in a surplus that will be used to restore the fund balance. Thatís a worthy goal.

Meanwhile, the council ó and the mayor ó also must continue to reach out to neighboring municipalities to establish inter-municipal agreements that can help cut the cost of government.

What community must do

First, Utica taxpayers need to support tough decisions, and that will be a lot easier if the leadership stands united.

Second, it behooves neighboring communities to develop partnerships with Utica because if the city sinks, the suburbs could follow.

Metro areas that thrive do so because a collective mindset focuses on the hub and works cooperatively. Uticaís population has dwindled not only because people and business have left; much of what once was in the center city has sprawled into the suburbs.

In a meeting with the O-D editorial board, DiNapoli rightly pointed out that Uticaís suburban communities wonít be as attractive to newcomers if the urban center is weak. Though many are reluctant to tear down physical borders between our communities, we must abolish mental ones and embrace a more regional attitude.

Itís not all gloom and doom. DiNapoli said that Uticaís administration is honest about the numbers ó challenging as they might be ó and that Palmieri demonstrates the transparency necessary to win confidence with taxpayers.

Palmieri must now live up to that assessment and do what needs to be done, painful as it might be. Plain and simple, there is no easy way out. Cooperation can crack open the door.
