The fact that you are "shocked" indicates more about you personally than this area. The fact that you can't distinguish the obvious reason is that the demand is not present because this area does not have enough business or industry that would require it. Select individuals can do well in this area but there is not enough opportunity for the general population. It is the same in most communities this size around the country unless there are large companies that have a national or international customer base.

I have also wondered why there is a lack of townhomes and gated communities in the Utica area. I am aware of a number of luxury townhouses in the Syracuse area, such as Erie Village near Fayetteville. Not gated, but otherwise quite nice. Nothing in Utica that I know of. I could never understand why there are absolutely no gated communities in the CNY area. They are very common down south in cities such as Atlanta and Tampa, but there is nothing like that here. I like knowing that only people who live in an area, and their invited guests will get past the guards and gates. One would think with all the crime in Utica and Syracuse that this would be more common up here.

There are very few... but the "affordable" Utica region is way outside the normal price range... Usually a townhome with Lewiston (which is probably the best you'll get in the area) is twice or three times as much as a comparable apartment in a far more successful area, such as Austin or Raleigh.

Maybe Rome has a few townhouse apartments that are in the $600-700 range with pools and maybe a garage. There is the Marcy apartments off of Cavanaugh Road (Conductor Dr?) that has decent apartments with garages at under $800/mo.

The region is filled with slumlords, er, "duplexes" that are in various states of disrepair, with prices ranging from $400 to $700 for a one bedroom apartment...(yup... check craigslist!$700 for only 1 bedroom is becoming VERY common!)
