dont they have signs that notify drivers of the horse and buggy this is the second time in deerfeild someone hit a horse and buggy a ticket should have been issued

Yes, a ticket should be issued. Horses are terrible drivers.

The tickets should go to the buggy drivers.
Wasn't the horse blind in the first one hit. That's like driving your car at night with no headlights on. Also the second one wasn't it driven by a minor? Would you let your 12 yr old drive your car?
