Utica waits for accidents to fix traffic lights

Why does it take the City weeks if not months to fix lights at major intersections when they start blinking or stop working conpletely? Noticeably for the last 6 months to a year traffic lights in East Utica have went out on Mohawk St, Rutger St, Albany St, South St, and many others I'm sure of. Why is it not until an accident actually happens they fix it? The traffic light is currently out on Mohawk/South and there WILL be a tragic accident there soon if it's not fixed. Great location for it with a school right there too. What do we pay taxes for in this City?

It is hard to get replacement part for Traffic lights that are 45 years old

The traffic lights on Schyler and Lafayette St. and Columbia and Schyler Streets have been out for awhile now. They put up portable stop signs and the wind keeps knocking them down. This is all part of the demise of Utica as we once knew it. First all of the street lights were turned off and now the traffic lights. Whats next?
