So many people just cross the arterial without caring what color the light is. With such a high disregard for traffic signals, I don't think any of these people will bother to use a pedestrian bridge. They will just continue to cross the street whenever and where ever they feel like it.

Well, I would say yes, since Utica Face is a pre-existing condition. The major issue is that Utica Face is not yet recognized as a disease. We need to lobby the AMA and have this condition given official disease status.
