I hope he gets out soon because hes going to be a new UPD officer since you people in the city care more about people living in the city than being qualified for the job. And since he lives in the city hes a perfect match.

When I first moved to Utica in 93 I swear I ran into this man at least once a month somewhere. Sometimes I wasnt always in the mood but the guy was never ever rude. Sometimes annoying but and very nice to children and respectful to their parents. A friend told me that this man was a very intelligent man who had went through some things in his time and for a lack of a better phrase. He gave up. It has always been my wish to sit down with a sober Richard and talk about his life. God Bless you.
