Of course there is going to be a tax increase. How else can the City pay for the overbloated Public Safety Budget? The Common Council will step over dollars to pick up pennies. You see the one thing that experienced government people know is that the elected officials in the legislative branch do not know enough about how government works. They only react to complaints and issues and never actually do something in advance to address and issue before it get worse. This budget which reflects the status quo and a continuation of the Julian Legacy of overbloated Public Safety Budgets without a true basis for it is being continually presented and even though everyone knows that the Fire Department is overbloated with brass ( and for the most part they are the most talented people in City Government) but the cost to the taxpayers is too much. The police department is another story with a bunch of rookies, sophomores and inexperienced automatons and is also a waste of taxpayer money

Good post. Plus the Common Council has another incentive to approve the budget a pay raise for all elected officials. As Bill Phillips, Council Majority Leader, stated in the OD today - " Taxpayers never want a tax increase, so its understandable that people feel frustrated about it" . Bill our City property taxes have gone up 43 % during the 7.5 years of Julian and now we have a 7.25 % increase. Bill that is 50 %, plus add in annual School and County tax increases, plus one of the highest sales taxes in the State - over course people feel over taxed and frustrated, because they are. You are getting a 6% raise to make decisions, passing on a tax increase that gives raises, increases every department spending, adds funds to the Library, and hires new employees is not responsible. But weren't you just re-elected in November ( you were and I remember standing next to you at Watson Williams when the vote count was tallied), make hay now Bill you'll be bumping up against term limits and you don't have the City wide clout to run outside of Corn Hill where you seem to have fooled a few more voters than your opponent. No Tax Increase to pay for your pay raise Bill.
