The handwriting is on the wall. The end is almost near. The rebirth of Utica will follow like a Phoenix rising from the ashes. It will be painful but it will be worth it.

Detroit will be the template for many cities around America that cannot sustain spending at current and projected levels. It's also a way for cities(taxpayers) to get out from under union contracts that should never have been approves in the first place.

Just like Detroit, Utica and other places have long ignored the inevitable. You can't just keep spending and giving away more and more benefits to your workers and retirees then expect that it can go on forever. Simple math is catching up and it is going to be painful for a lot of people. Promises were made but when there is no money to cover those promises it can't end any other way.

The taxpayers must elect a mayor who will deal with the current budget as well as long term. Unfortunately most Mayors only think short term. It is in the public employees best interest to make small changes now to secure their retirement in the future. A great mayor has vision and should set the example. It surprised me that only 10 people at the budget meeting. if you want a secure future vote for Larry Tanoury he seems to be the only one that understands the budget.

He is not the only person who understands the budget. We are all watching Detroit as well as other smaller cities that are working to improve their financial situation.

I am hoping that it happens to Utica and New York State, It will a wonderful event to watch, Why you ask, cause not just workers for the city and state will be effected, but people on welfare and medicaid etc, will feel the effects, so let the fun start,
oh yea cause when people on welfare have no food stamps to get food they will rob and steal what they can.

Right now there is nothing in law that would allow a state, any state, to file for bankruptcy. New York cannot unless the law changes, file bankruptcy. In addition, much of the "welfare" money trickles down from the federal level. Taking those things into account no one collecting "welfare" benefits is going to suffer much if Utica files for bankruptcy.

The last I heard Utica was at 55% of the maximum that it is allowed to borrow(bond). Having drawn down the fund balance to zero or near zero in recent years, borrowing(bonding) is the only way that Utica will be able to meet its' obligations in years to come. With the city's bond rating going down it costs Utica more to borrow (higher interest rates). This just speeds up the clock in terms of when Utica will no longer be able to meet its' financial obligations. Mostly union retirement and healthcare benefits. It may already be too late to avoid bankruptcy. No one is really very honest about the numbers.

pensions are New York State not utica so it really dont matter. plus all itoca cops will just transfer to another department to fonish out rheir career.This is not michagin ran by blacks so you can't even compare. The welfare system is killing the tax payer which is mostly the black community that is killing the tax payer. Why do you think Utica needs the police. At least 80 percent of calls are involving blacks until America will notice the elegant in the room no city will make it. I know there are Upd haters thinking they are going to cause a scare well I got news for you they are going to get a raise in the latest contract dispute and maybe the show up pay added so I would get to happy

Pensions are NYS but the local municipalities have to pay into them. Prospect is considering bankruptcy.

If you look at the numbers it is the pension and healthcare contributions for public employees that are the main driver of tax increases and have been for a number of years. That is especially true since 2008 when stocks tanked. The pension system survives on the return from investments. When the returns don't meet the amount required to keep the system going, taxpayers foot the bill for the difference.

Social services are a big expense no doubt but they are certainly not the main/only cause of New York's or Utica's financial problems.

Isn't that what I said?

Social services comes from federal.

Hey get ride of the black community and we will be more then glad to cut down the force to 80. Instead with all these crows we Need 580. Wake the f-----k up people. You know deep down inside what's screwing you over. The black community is driving up the public service costs. Whites use public services at 1/5 the rate of blacks. That's a fact so don't yell at me. So sick of this shit people don't complain about paying a dentist 200 dollars per visit to basically brush their teeth with an electric tooth brush but complain to pay a cop risking their life every year 1/5 the salery. So blame the black community not upd or ufd What about medical costs and rates. Why no complaints
