"detract from the town's historic single-family home character" there are already condo and townhouse developments in Urbanna. "curtail public waterfront access" the property in question has been privately owned for at least the last 50 years. The rights of the property owner should carry more weight than someone losing their view of the water. If they wanted a view of the water then they should have gotten off the dime and bought waterfront. Don't deny the property owner the use of land that is rightfully theirs.
